(Patrick John, Oliver Seraphin, Edison James, Rosie Douglas, Pierre Charles, Osborne Riviere,and incumbent Roosevelt Skerrit) have been covertly sterilizing their people without mercy.Given Dominica’s small size and reliance on British expertise it is safe to assume that once ChiefMinister and Premier Edward Oliver LeBlanc set the covert depopulation program in place in1961 with British help it has been running on its own ever since under the auspices of theMinistry of Health and that his successors in high office have had little or no clue of what isbeing done to them and to their people in the name of health. Nevertheless, as political leadersof the country it is their responsibility to know and therefore are complicit in crimes againsthumanity by negligence if not necessarily by design.At no point in time has Dominica’s drop in fertility been the result of contraceptives, as thecontraceptive prevalence rate below clearly shows. And since abortion is only permitted inDominica to save a woman’s life the drop in fertility cannot be attributed to abortions either.The fact that Dominica, which is a relatively poor country with a per capita income of $7,022,reached replacement level fertility in 2008 shows that low fertility is not the result of affluence,as we have been led to believe by the depopulation lobby and their misinformation machine.The opposite is the case; affluence follows low fertility. That is to say, a nation will onlybecome affluent if it first succeeds in lowering fertility. This is clearly shown by Dominic’srecord of its GDP growth, which took off as soon as replacement level fertility was accomplishedin 2008.Dominica is in the fourth stage of the demographic transition and will enter the fifth and laststage in a few years. Due to emigration it appears that Dominica is already in the fifth stage, butsince deaths have yet to exceed births Dominica is technically still in the fourth stage.224 | P a g e
