Cuba’s total fertility rate has been below replacement level since 1980 and is at 1.4 children perwoman to date. That this low fertility could not have been accomplished through the voluntaryuse of contraceptives is clearly demonstrated by the fact that the country’s contraceptiveprevalence rate was below 60% prior to 1980. Even the 77% contraceptive rate of today cannotaccount for Cuba’s sub-replacement level fertility.While Cuba’s abortion and contraceptive rates are significant factors in the war on fertility, theyare not the primary factors. Covert chemical sterilization via fluoride takes the lead in Cuba’ssub-replacement level fertility.Cuba is in the fourth stage of the demographic transition and will enter the fifth and last stage infive to ten years.198 | P a g e
