If the data of the United Nations Department of Economic and Social Affairs/PopulationDivision is accurate, and there is no reason to doubt it, then contrary to common knowledge andthe Chinese government’s statements, the Chinese leadership did not start interfering with theirpeople’s fertility in 1978, when it passed the One-Child-Family law, but in 1968 when nolegislation restricting family size existed.The total fertility graph above shows clearly that the total fertility rate started to nosedive in1968, when women had on average 6 children, and that by 1978, when the One-Child-Familylaw was passed, the total fertility rate had already halved to just 3 children per woman. We canonly conclude that from 1968 to 1978 the Chinese government used covert methods ofdepopulation, undoubtedly fluoride, to subvert the people’s reproductive rights and lower thetotal fertility rate in advance of legislation restricting family size.From 1978 to 1988 the total fertility rate stalled at 2.7 children per woman, as it took time to putin place the legal, medical and enforcement apparatus necessary to make contraceptives availableto the masses and to perform abortions when contraceptives failed.Once the apparatus was in place by 1988, fertility dived again rather steeply and by 1998 itreached a low rate of just 1.5 children per woman, where it has been hovering ever since.161 | P a g e
