Chile joined the Global Depopulation Policy in 1964 and its total fertility rate decreased from 5.5children per woman prior to 1964 to 1.8 today. This puts Chile fifteen years ahead of theaverage South American country in terms of the demographic transition and is undoubtedly theprincipal reason why Chile has prospered more than its neighbors.The person responsible for first implementing covert depopulation measures in Chile is PresidentEduardo Frei Montalva (1964-1970) who did so as soon as took office in 1964. He usedfluoridated water in the cities, a practice that is still in use throughout Chile, and fluoridatedpowder milk in the countryside to suppress fertility throughout his term in office, which lasteduntil 1970. He and his wife, however, had seven children.The policy was continued by President Salvador Allende (1970-1073) until he was deposed by acoup and murdered in 1973. His successor, General Augusto Pinochet, eased up on thepoisoning program and throughout his term in office, which lasted from 1973 to 1990, the totalfertility rate leveled off at circa 2.7 children per woman.President Patricio Aylwin, who succeeded Pinochet and stayed in office from 1990 to 1994continued in the same fashion as General Pinochet.157 | P a g e
