Rast pozitivBASHKIA SHKODËRQë prej Gushtit 2008, Bashkia Shkodër, sipas planit të grumbullimit tëhartuar me ndihmën e IC/DLDP, zbaton një sistem të ri shumë më efiçentpastrimi, i shtrirë në mënyrën dhe ngarkesën e duhur në 90% të qytetit. Zbatimi itij kryet nga dy firma pastrimi, të cilat në ndryshim nga kontratat më të hershmekanë të përfshirë një sërë elementësh të performancës (monitorim dhendërshkim) që duket se zbatohen me rigorozitet. Për ta bërë procesin tëqëndrueshëm, bashkia zbaton me ndihmën e IC/DLDP një strategji përndërgjegjësimin e qyteratëve, e cila konsiderohet novatore dhe efiçente nëedukimin e qytetarëve. Për herë të parë qyteti zbaton dhe pastrimin, larjen errugëve në pjesët kryesore të qytetit si dhe ka marrë masa për ndarjen einerteve nga mbetjet shtëpiake. Përfshirja e kryetarëve të 5 rajoneve nëbashkërendimin e punës me njësitë e bashkisë, firmat e pastrimit dhe qytetarët,ka dhënë rezulatet e para pozitive.Kjo perceptohet nga monitorimet e deritanishme, nivelin e pastërtisë së qytetitdhe në rritje të shkallës së pronësisë mbi sistemin nga banorët dhe vetëbashkia.Bashkë me sistemin e ri është rritur taksa e pastrimit në vlerën 1500 lekë dhebëhen përpjekje për futjen e mekanizmave shtrëngues për mbledhjen e saj ngaqytetarët, ndërkohë që kjo është 100 % efiçente për mbledhjen nga biznesetdhe institucionet.Ajo që vlen të përmendet është se Bashkia në buxhetin për vitin 2009 kaparashikuar një fond, i cili do të shërbejë për nxitjen e riciklimit dheripërdorimit, kjo e fokusuar në grumbullimin e letrës. Kjo nismë ështëindikator shumë i mirë për një planifikim eficent, i cili vetëanalizohet dhenxjerr nevoja dhe nisma efeicente nga ana ekonomike dhe mjedisore. Kjonismë e Bashkisë përbën një shembull shumë pozitiv për tu përshtatur nëato njësi, të cilat kanë një numër të përafërt taksapaguesish.Pamje nga infrastruktura e sistemit të ri tëmenaxhimit të mbetjeve urbane në Shkodër.8
SHKODRA MUNICIPALITYCase StudyBased on the new waste plan management drafted within supportingprogram of IC/DLDP, the Municipality of Shkodra is implementing a new wastesystem management from August 2008. This new system is more efficient andcovers about 90% of garbage overloading in Shkodra city. The wastemanagement has been awarded from two private companies contracted by theMunicipality of Shkodra. It worth to mention that new waste managementcontract includes new performance elements like monitoring and penalty whichare currently executed correctly. In order to raise the community aware as wellas assure the system sustainability, the municipality of Shkodra through thefinancial support of IC is implementing the strategy for public awareness whichconsidered efficient and innovative on community information and education.For the first time city of Shkodra is going to have garbage collection andcleaning as well as main roads washed. The involvement of the 5 quarter unitheads to coordinate the work between the municipality, waste managementcompanies and the community shows the positive results. This is presentedthrough the monitoring process, cleaning streets improving and the interestincreasing by the community and the municipality for the new systemfunctioning.The new waste management system was associated with the waste tax feeincreasing with 1500 LEKE. This new tax was 100% collected from the businesscommunity and institutions in the city. On the other side there are efficientmechanisms for collecting this tax from the citizens.As positive case, it worth to mention that Shkodra Municipality has alreadyallocated a specific fund for 2009 aiming to promote recycling and reusinggarbage focused mainly to the paper. This initiative is a positive indicator forefficient planning providing economic and environmental efficiency. Thisinitiative is a good example to be replicate to those municipalities similar withShkodra one.Views from the public awareness compaign in Shkodra City.9
