Decentralisation and Local Development Programme in Shkodra QarkDLDPThe Goal: The main DLDP goal is to support a Local Units in the Qark level(group f municipalities and communes) within a participatory process and closecooperation with community and civil society organizations in order tosuccessfully plan, implement and monitor a comprehensive and balancedprocess of decentralization and local development.Main action lines of the program are the followings:1. Improving municipal/communal public services, local administrationmodernizationtoward improving municipal management3. Fiscal decentralization and financial management (including local taxcollection).4. Transparency of the authorities and participation of the civil society5.
