In doing their work, JVU officers met with each applicant to determine whether all requireddocuments had been received. Once this was verified, JVU created a separate file on eachapplicant. The documents were categorized, paginated, and placed in the file in accordance witha uniform Table of Contents. Any discrepancies or questions regarding the sufficiency oraccuracy of the information provided by a candidate were discussed by JVU officers with theapplicant, who was given the opportunity to correct or supplement the information.7Rules of Procedure adopted by the Commission specified that the candidate had the burden ofproof to provide IJPC with additional information or other explanatory material in an attempt tosatisfactorily address reasonable concerns about any aspect of a candidate’s qualifications,integrity or competence. JVU also conducted community checks on each applicant. Once theJVU team completed its background check, the team prepared a confidential report on eachcandidate which was submitted to the Commission prior to each candidate’s interview.1. The SettingV. Present in the interview were three Panelmembers, one commission legal officer, and a PAU officer.
