21XI. Concluding ObservationsThere is reason to be hopeful that many of the rules and methodologies developed by the IJPCwill become part of the standard procedures used for the future vetting and selection of judgesand prosecutors. Three positive indicators can be mentioned:Incorporation of an IJPC-modeled ethics exam into the Preparatory Exam administeredeach year by the Kosovo Judicial Institute to prospective new judges and prosecutors.The anticipated adoption of IJPC methodologies and procedures by the KJC in its followonvetting process.Plans for the creation of an Appointment Unit within the Secretariat of the KosovoJudicial Council, to be partially staffed by individuals who worked at IJPC.In summary, it can be said that the work of the Independent Judicial and ProsecutorialCommission may well have a transformative impact on the judiciary and prosecution service ofKosovo, because of the high percentage of new occupants in so many positions, the substantialnumber of recently trained young judges and prosecutors who were appointed, and the prospectsfor institutionalization of a strictly merit-based approach to the future vetting and evaluation ofcandidates for judicial and prosecutorial office.Dated this 29 th day of October, 2010 at Pristina.Funded by the European Union and the Government of USA.
