In section z.z (Definitions), the clause a.z.zr has been modified as:',T&{ Booklet" (also referred to as "Brochure") means a clear Black & White printout ofthe document containingdetails of services included in this tender and all terms and conditions that parties might add to their Leave &License and Tenancy Agreement apart fiom the standard template of e-Registration application. As and when thescope of e-Registration application expands to include other type of documents, the T&C booklet(s) shall includethe releyant terms and conditions as well. The terms and conditions shall be provided and published on thewebsite by the Department. However, providing T&C booklet i.e. downloading, printing and making it availableto the CSAs and parties is the selected agency's responsibility. The content for printed brochure on serviccsincluded in this tender (including T&C booklet) will be decided by the Department, and it would be the cop)'rightof Depafiment and selected agencies will not be allowed to make any modifications without written consent fionlthe Department. To begin with, the content of T&C booklet will be approximately ro pages (in A4 equivalentterms) and may grow in future depending on the increase in T&C.3. In section 4.2.3 (e-Registration Process)' the clause 4'2'3'9 has been modified as:For each registration, two copies of T&C booklet - one for each side, like licensor and licensee - should bc givento free ofcost and retained by the parties.The selected agencies should provide this T&c Booklet to citizens (who are requesting a copy but are not doingany e-Registration with the agency) at no-profit-no-loss basis (covering Printing cost only and excludingtransportition cost). the rates for T&C Booklet should to be proposed by selected agencies and shall be finalizedby the Department in consultation with Government Printing Press' The T&C booklet will also be made availablefor download on the department's website, CSA must inform about this to the parties. Downloading and printingof T&{ Booklet as per tie specifications provided by the Department is agency's responsibility'Whenever other documents are included in e-Registration, it is advisable that T&C Booklet for different type ofdocuments be separately printed and only that booklet which is related to type of document under registration behanded over free of cosi to the parties. For this purpose, bidder nay print details of services provided in aseparate booklet. Out of this information, some relevant information mayhave to be sent to the CSA by e-Mail & SMS. In case ofabsence ofany operator, a substitute shall be promptly provided so that the work is not hampered. Theoperators should behave decently. Sabotage by way of strikes or mass leave shall be the responsibility of t}ebidder. Bidder shall at his own cost provide uniform dress code to all the data entry operators, along with amonogram or badge on his chest, which shall display the name of the operator and name/ logo of the SelectedAgency' The dress code will be proposed by the agency and approved by the department. The decision on nonacceptance of the personnel will vest with Department. A code of conduct for the operator which may includesecrecy, integdty and discipline will be prepared by tle IGRO which has to be observed by the Selected Agencies.Department has right to give or deny access to e-Registration application to individual data entry operator basedon the quality of data entry and other related parameters. The department may introduce necessaryidentification parameters including UID authentication for CSA.26.In section u.g (Self Declaration), the point no. The agency should write the documents into a CD and send it to the primary caller. The CD should beproperly packed in a CD mailer and sent by speed post only. The facility of tracking the delivery of CD should beavailable in the internet. The agency should track and ensure delivery of CD. Citizen may also be provided withConsignment Number enabling him/her to track. The above should be done without additional charges to thecitizen.If the citizen asks for a printout, appropdate market charges may be levied. However, the citizen is free to takeprintout out ofCD from anyr,,rhere as per their convenience. They should not be forced to take printout only fromthe atency.O.c.
