The <strong>City</strong> <strong>of</strong> <strong>Hartford</strong> andthe Connecticut <strong>Department</strong> <strong>of</strong>Economic and CommunityDevelop ment have also providedfund<strong>in</strong>g for the development.The Townhomes - thef<strong>in</strong>al stage <strong>of</strong> the revitalizationproject, will be a mixed-<strong>in</strong>comecondom<strong>in</strong>ium community comprised<strong>of</strong> 58 units. Twentyseven<strong>of</strong> the units will beaffordable for purchase by eligiblelow to moderate-<strong>in</strong>comehomebuyers. The Townhomesvary <strong>in</strong> size from 1,008 to 1,964square feet and have variousstyles with 2, 3, and 4 bedrooms.All 58 units will beEnergy-Star Certified.Neighborhood StabilizationProgramThe <strong>City</strong> is work<strong>in</strong>g with localdevelopers to restore s<strong>in</strong>gle andtwo-family homes for sale tolow and moderate <strong>in</strong>comeowner-occupants. NSP isdesigned to stabilize neighborhoodsaffected by foreclosure,blight and overall dis<strong>in</strong>vestment.The <strong>City</strong> is help<strong>in</strong>g supportour neighborhoods by creat<strong>in</strong>gnew affordable, susta<strong>in</strong>ablehomeownership opportunitiesthroughout the <strong>City</strong>.South Marshall StreetHomeownership<strong>Hartford</strong> Area Habitat forHumanity, Inc. will construct 16three-bedroom townhomes at160, 180, and 184-194 SouthMarshall Street on a 1.46 acresite located on the southeastend <strong>of</strong> the street. The newhomeownership units will beconta<strong>in</strong>ed <strong>in</strong> four build<strong>in</strong>gscompris<strong>in</strong>g four units each thatwill conta<strong>in</strong> 1,260 square feet <strong>of</strong>liv<strong>in</strong>g space on two floors witha park<strong>in</strong>g area under each unit.The property design <strong>in</strong>cludesporches above the park<strong>in</strong>gentrances and backyard greenspace. 4<strong>Hartford</strong> News Special Edition <strong>Hartford</strong> <strong>Progress</strong>: An Update on One <strong>City</strong>, One Plan June, 2012iQuilt <strong>Progress</strong>No doubt about it – Downtown <strong>Hartford</strong> is mov<strong>in</strong>g forward with theiQuilt Plan. The iQuilt Partnership presented the plan to MayorSegarra <strong>in</strong> January, and collaboration now has it go<strong>in</strong>g full steamahead.On June 19, Governor Malloy and our congressional delegationannounced that <strong>Hartford</strong>’s 2012 TIGER grant application to the US<strong>Department</strong> <strong>of</strong> Transportation was viewed favorably, and the <strong>City</strong> willbe awarded $10M to advance the effort. In August, pedestrianwayf<strong>in</strong>d<strong>in</strong>g signage is go<strong>in</strong>g to be <strong>in</strong>stalled at nearly every <strong>in</strong>tersectionthroughout the downtown. EnvisionFest will br<strong>in</strong>g people downtownon September 29th to showcase what the city has to <strong>of</strong>fer, andchallenge people to th<strong>in</strong>k about it <strong>in</strong> a new way. And <strong>in</strong> November,<strong>Hartford</strong> W<strong>in</strong>terFest will br<strong>in</strong>g ice skat<strong>in</strong>g to Bushnell Park for thethird year <strong>in</strong> a row.Downtown <strong>Hartford</strong> is loaded with cultural dest<strong>in</strong>ations for residents,visitors, and employees, and is compact enough so that noth<strong>in</strong>gis ever a very far walk. In fact, it’s only an eighteen-m<strong>in</strong>ute walk fromthe State Capitol to the Riverfront. Despite that fact, our irregularstreet grid and driv<strong>in</strong>g culture results <strong>in</strong> people driv<strong>in</strong>g between dest<strong>in</strong>ationsmore <strong>of</strong>ten than they really need to. In order to encouragemore people to be out on the street, pedestrian wayf<strong>in</strong>d<strong>in</strong>g has beenan early component <strong>of</strong> the iQuilt Plan for Downtown.In preparation for September’s EnvisionFest, the <strong>Hartford</strong> Bus<strong>in</strong>essImprovement District, the Greater <strong>Hartford</strong> Arts Council, and the <strong>City</strong>are work<strong>in</strong>g to <strong>in</strong>stall pedestrian wayf<strong>in</strong>d<strong>in</strong>g signage on nearly everycorner <strong>of</strong> nearly every <strong>in</strong>tersection downtown. That’s over sixty <strong>in</strong>tersections.At each corner, the backs <strong>of</strong> pedestrian walk signals will beoutfitted with spiffy signs (you can get a preview at <strong>City</strong> Hall, wherea pilot was <strong>in</strong>stalled as part <strong>of</strong> the <strong>City</strong> Hall Plaza restoration) <strong>in</strong>dicat<strong>in</strong>ghow far <strong>in</strong> which direction various dest<strong>in</strong>ations are. Below, at eyelevel, a map <strong>of</strong> the downtown (complete with the “you are here” dot)will be <strong>in</strong>stalled above the crosswalk button. Together, directionalsignage and maps will make downtown much easier to navigate andrem<strong>in</strong>d people just how easy it is to walk to everyth<strong>in</strong>g the center <strong>of</strong>the city has to <strong>of</strong>fer.In March, the <strong>City</strong> led a team to develop a proposal to the USDOT’s TIGER (Transportation Investment Generat<strong>in</strong>g EconomicRecovery) Grant program. The team, <strong>in</strong>clud<strong>in</strong>g Connecticut DOT,CTTransit, the Capital Region Council <strong>of</strong> Governments, the Bus<strong>in</strong>essImprovement District, the Greater <strong>Hartford</strong> Transit District, and theiQuilt Partnership developed a proposal for <strong>Hartford</strong>’s <strong>in</strong>termodalTriangle On June 19, US DOT announced that <strong>Hartford</strong> will beamong the recipients <strong>of</strong> this very competitive grant, award<strong>in</strong>g the <strong>City</strong>ten million dollars to implement the Intermodal Triangle.The Intermodal Triangle will l<strong>in</strong>k Union Station to Ma<strong>in</strong> Street withthe rest <strong>of</strong> the city’s central bus<strong>in</strong>ess district by improv<strong>in</strong>g transitaccess and mak<strong>in</strong>g the <strong>City</strong>’s most important streets more walkableand navigable. Improvements, with a match from the <strong>City</strong>’s capitalimprovement plan, will <strong>in</strong>clude enhanced bus stops, pedestrian-orientedcrosswalks, roadway repav<strong>in</strong>g and restrip<strong>in</strong>g, and wayf<strong>in</strong>d<strong>in</strong>gsignage. Union Station will be improved as an <strong>in</strong>termodal hub, andBushnell Park North will be narrowed and reconfigured to be morebike and pedestrian friendly, <strong>in</strong> order to <strong>in</strong>duce development along itsedge and make way for future improvements to Bushnell Park.The strategy beh<strong>in</strong>d the iQuilt is transformative improvement <strong>of</strong>public spaces, small projects that make a big difference, and programmedactivity to enliven the Downtown and build on ourstrengths. Buyers willcomplete 50 hours <strong>of</strong> HUD certifiedhomeownership tra<strong>in</strong><strong>in</strong>g,and will <strong>in</strong>vest 150 hours <strong>of</strong>“sweat equity” <strong>in</strong> the construction<strong>of</strong> their home.Brackett KnollBrackett Knoll developed byTORAAL Development, LLC <strong>in</strong>partnership with the <strong>City</strong> <strong>of</strong><strong>Hartford</strong> and State <strong>of</strong>Connecticut, <strong>Department</strong> <strong>of</strong>Economic and CommunityDevelopment will develop 20two-family homes on a 7.39acre site <strong>in</strong> <strong>Hartford</strong>’s North Endwhere the Northeast BrackettSchool once stood. The homeswill result <strong>in</strong> 20 owner occupiedunits and 20 rental units for atotal <strong>of</strong> 40 hous<strong>in</strong>g units. Eachunit will conta<strong>in</strong> 3 bedrooms,1.5 baths, rang<strong>in</strong>g <strong>in</strong> squarefootage from 1,225-1,340. Thehomes will be sold to first timehomebuyers at or below 80% <strong>of</strong>the Area Median Income.Capewell Townhomes –Phase ICIL Affordable Hous<strong>in</strong>g Incor por -ated will construct 16 townhomesat 40 Popieluszko Court and 110Wyllys Street on two vacantparcels <strong>of</strong> land (1.56 acres) at theformer Capewell Horsenail Factorysite. The two-bedroom and threebedroomhomeownership unitswill be conta<strong>in</strong>ed <strong>in</strong> four build<strong>in</strong>gswith unit sizes rang<strong>in</strong>g from 1,230to 1,712 square feet. The zero-lotl<strong>in</strong>e property design <strong>in</strong>cludes de -tached garages, backyard greenspace, and a common driveway.All units will be sold to homebuyerswith household <strong>in</strong>comes at orbelow 80% <strong>of</strong> the <strong>Hartford</strong> areamedian <strong>in</strong>come (AMI). (See storyat left)Albany Avenue StreetImprovement ProjectThis is a 1.1 mile arterial streetproject <strong>in</strong>volv<strong>in</strong>g one <strong>of</strong> the city’sprimary commercial thoroughfares.The project consists <strong>of</strong>roadway safety improvements,streetscape and pedestrian amen -ities <strong>in</strong>clud<strong>in</strong>g sidewalk repairs,curb bump-outs, cross-walks, andtraffic signal equipment. Theproject recognizes AlbanyAvenues multi-modal characterand <strong>in</strong>cludes complete street features.Work will be broken <strong>in</strong>toseveral primary stages. The projectwill co<strong>in</strong>cide/coord<strong>in</strong>ate witha Clean Water project <strong>of</strong> theMetropolitan District Commis -sion.Streetscape ImprovementProjectsStreetscape improvement projectsare implemented <strong>City</strong>wide bya coord<strong>in</strong>ation between thePlann<strong>in</strong>g Division and Depart -ment <strong>of</strong> Public Works. (See pg. 7)Zon<strong>in</strong>g Regulations UpdateIn 2005, the zon<strong>in</strong>g regulationswere adopted by the Plann<strong>in</strong>gand Zon<strong>in</strong>g Commission. These improvementprojects will enable the<strong>City</strong> to enhance the downtowntransportation network <strong>in</strong> aneffort to support economicgrowth and <strong>in</strong>vestments,improve regional and local connectivity,and create accessibilitythrough a variety <strong>of</strong> transportationmodes, <strong>in</strong>clud<strong>in</strong>gwalk<strong>in</strong>g, transit, and driv<strong>in</strong>g.Downtown NorthRedevelopmentThe primary goal <strong>of</strong> theDowntown North Redevelop -ment Plan is to create mixed-usedevelopment opportunities byassembl<strong>in</strong>g development sitesand remov<strong>in</strong>g obsolete andblighted build<strong>in</strong>gs, whileencourag<strong>in</strong>g historic preservation<strong>in</strong> this important peripheralarea <strong>of</strong> Downtown. The Plancalls for the development <strong>of</strong> amixed-use urban district withstrong connections to Down -town and the surround<strong>in</strong>gneighborhoods. The ProjectArea is sub-divided <strong>in</strong>to fivesub-areas, each with specificredevelopment visions andobjectivesConstitution Plaza EastRedevelopmentThe goal <strong>of</strong> the ConstitutionPlaza East Redevelopment Planis to complete the revitalization<strong>of</strong> a key eastern gateway to the<strong>City</strong>. The Plan calls for the redevelopment<strong>of</strong> two functionallyobsolete properties as high-pr<strong>of</strong>ile,mixed-use developmentsthat will enhance the considerablepublic and private <strong>in</strong>vestments<strong>in</strong> this section <strong>of</strong>Downtown.Albany/WoodlandRedevelopment ProjectThe primary goal <strong>of</strong> the AlbanyAvenue/Woodland Street Pro -ject is to revitalize an extremelycritical <strong>in</strong>tersection <strong>in</strong> the UpperAlbany Avenue area with a traditionalstrong neighborhoodbus<strong>in</strong>ess presence so that bus<strong>in</strong>essesand residents are encouragedto rema<strong>in</strong> <strong>in</strong> the area. This mixed-use projectwill have complement<strong>in</strong>gcommercial, retail, museumcomponents and 149 residentialunits. The <strong>City</strong> plans a two-phased approachto develop the three vacant parcels, which are comprised <strong>of</strong> 2.72 acres– 40 Popieluszko Court, 110 Wyllys Street, and 120 Wyllys Street.These parcels are across the street from the new Dutch Po<strong>in</strong>t development.Several years ago, the former Dutch Po<strong>in</strong>t Colony public hous<strong>in</strong>gproject was demolished as the first step <strong>in</strong> the Dutch Po<strong>in</strong>t revitalizationplan. Over the past five years, the site has been beautifully revitalizedwith the development <strong>of</strong> 127 affordable rental units. The new construction<strong>of</strong> 58 mixed-<strong>in</strong>come homeownership condom<strong>in</strong>iums is currentlyunderway at the Dutch Po<strong>in</strong>t site. The proposed Capewell Townhomeshomeownership units on Wyllys and Popieluszko will nicely complementthe Dutch Po<strong>in</strong>t property, will <strong>in</strong>crease affordable homeownershipopportunities <strong>in</strong> <strong>Hartford</strong>, create construction jobs, and support theneighborhood goal for revitalization <strong>of</strong> the Capewell property.Enrique and Lesbia Hernandez <strong>of</strong> Remax Realty <strong>in</strong> <strong>Hartford</strong> say<strong>in</strong>terest <strong>in</strong> the Capewell Townhomes is high. “Almost everyone whotours the development is <strong>in</strong>terested <strong>in</strong> buy<strong>in</strong>g,” said Lesbia.The <strong>in</strong>itial development phase <strong>in</strong>cludes the new construction <strong>of</strong> 16zero-lot l<strong>in</strong>e townhomes to be constructed at 40 Popieluszko Court and110 Wyllys Street. These two parcels <strong>of</strong> vacant land are comprised <strong>of</strong>1.56 acres. The new townhomes development will <strong>of</strong>fer two two-bedroomunits, and 14 three-bedroom units. This first phase will <strong>in</strong>cludefour newly constructed three-story four-unit build<strong>in</strong>gs – two build<strong>in</strong>gsfront<strong>in</strong>g Popieluszko Court and two build<strong>in</strong>gs front<strong>in</strong>g Wyllys Street.The two and three bedroom units will range <strong>in</strong> size from 1,200 squarefeet to 1700 square feet with 1.5 – 2.5 bathrooms. Townhome units willhave unf<strong>in</strong>ished basements, kitchen, d<strong>in</strong><strong>in</strong>g and liv<strong>in</strong>g areas, laundryfacilities and central air condition<strong>in</strong>g. Each build<strong>in</strong>g will have adetached garage <strong>in</strong> the rear <strong>of</strong>fer<strong>in</strong>g two park<strong>in</strong>g spaces per unit. Thegarages will be zero-lot l<strong>in</strong>e structures – separated from the townhomesby fenced backyard green space. Each property will conta<strong>in</strong> a frontporch and small front yard. Landscap<strong>in</strong>g will <strong>in</strong>clude screen<strong>in</strong>g elementsalong the rear <strong>of</strong> the site to provide separation from the factorysite.The site will allow for fee-simple ownership – with common elementsrelated to the shared driveway and other <strong>in</strong>frastructure elementssuch as water l<strong>in</strong>es, sewer l<strong>in</strong>es, etc. A homeowners’ association for thepurpose <strong>of</strong> collect<strong>in</strong>g common charges and enforce rules for ma<strong>in</strong>tenance<strong>of</strong> the driveway – will also serve to notify prospective homebuyers<strong>of</strong> the urban fill remediation conducted and the on-go<strong>in</strong>g actionsrequired to ma<strong>in</strong>ta<strong>in</strong> direct exposure controls that physically isolate theunderly<strong>in</strong>g fill.The 16 HOME-assisted units will be affordable for low/moderate<strong>in</strong>comefamilies and will be deed restricted for 15 years to ensure susta<strong>in</strong>edaffordability.Construction on the project started <strong>in</strong> November, 2011 and is scheduledto be completed <strong>in</strong> September, 2013. The facility is scheduled toopen <strong>in</strong> early October.The center will be adjacent to theAnn Street Historic Corridor, acomponent <strong>of</strong> the <strong>City</strong>’s Rede -velopment Plan for the Down townNorth Project (see story at right).Currently, the Fire <strong>Department</strong>’sheadquarters is located <strong>in</strong> the PearlStreet Fire Station <strong>in</strong> Downtown<strong>Hartford</strong>. <strong>Police</strong> headquarters islocated on Jenn<strong>in</strong>gs Road <strong>in</strong> theNorth Meadows. This plan essentiallyhas two components:Capital Improvements: Cutt<strong>in</strong>gdown and remov<strong>in</strong>g old trees,repav<strong>in</strong>g roads, <strong>in</strong>stall<strong>in</strong>g signageand fenc<strong>in</strong>g, repair<strong>in</strong>g and replac<strong>in</strong>gmonuments and cutt<strong>in</strong>g grasson a consistent and timely basis.Communities Component: Createworkforce development, educationaland economic developmentopportunities for area residents,youth and bus<strong>in</strong>esses. InJanuary 2012, the <strong>City</strong> <strong>of</strong> <strong>Hartford</strong>began the process <strong>of</strong> cutt<strong>in</strong>g downand remov<strong>in</strong>g old trees; clear<strong>in</strong>groads for re-pavement and otherupgrades. A plan is <strong>in</strong> place to cutthe grass on a more consistent basisas well.There are many to thank for keep<strong>in</strong>gthis matter before the <strong>City</strong> <strong>of</strong><strong>Hartford</strong> and mak<strong>in</strong>g it a priorityredevelopment visions and objectives. This is one <strong>of</strong>the three recently created redevelopment areas and consists<strong>of</strong> over 100 acres <strong>of</strong> land. This Plan was approvedby the Council <strong>in</strong> 2009.In 2010, the <strong>City</strong> acquired and demolished the blightedbuild<strong>in</strong>g at 1161 Ma<strong>in</strong> Street. Also <strong>in</strong> 2010, the <strong>City</strong>was awarded a Susta<strong>in</strong>able Grant from the DOT for thisarea. Currently, the <strong>City</strong> is <strong>in</strong> the process <strong>of</strong> acquir<strong>in</strong>g58 Chapel Street. This lot is located is <strong>in</strong> close proximityto 1161 Ma<strong>in</strong> Street.The Restoration <strong>of</strong> “Old North” Cemeteryfor our community. Withthese three anchors <strong>in</strong> place, thefirst phase <strong>of</strong> the project will be60% leased. We are <strong>in</strong> discussionswith a number <strong>of</strong> other restaurantconcepts that are <strong>in</strong>terested <strong>in</strong> jo<strong>in</strong><strong>in</strong>gthese three anchors.”Spotlight, with several locations<strong>in</strong> Georgia and Florida has a uniquephilosophy about their bus<strong>in</strong>ess.Last year, Spotlight held a chairselection contest. It has thesame equipment as the hospital, <strong>in</strong>clud<strong>in</strong>gtwo da V<strong>in</strong>ci robots and two robotic simulatorsdesigned especially for tra<strong>in</strong><strong>in</strong>g purposes.Today, the most visible project <strong>in</strong> the communityis the construction <strong>of</strong> the hospital’sbrand new, state-<strong>of</strong>-the-art park<strong>in</strong>g garage onHudson Street, which broke ground <strong>in</strong>October 2011. The new garage will have n<strong>in</strong>efloors, 1,250 park<strong>in</strong>g spaces and an employeefitness center. The project, which will create agateway to <strong>Hartford</strong> Hospital, is budgeted atabout $40 million and will <strong>in</strong>crease the availablepark<strong>in</strong>g spaces on campus by 20 percent,provid<strong>in</strong>g visitors and patients closer andmore convenient park<strong>in</strong>g at the hospital.The new park<strong>in</strong>g structure will be one <strong>of</strong>the greenest build<strong>in</strong>gs <strong>in</strong> <strong>Hartford</strong>, made <strong>of</strong>largely recycled content, with electric carcharg<strong>in</strong>g stations. Ra<strong>in</strong> gardens will surroundthe build<strong>in</strong>g to manage any storm water,which mitigates the demand on the municipalsystem, restores natural aquifers and conserveswater resources. Letter from the Executive DirectorBY RON PITZ<strong>Hartford</strong> Garden Club Plants Trees!!Good friendships grow stronger through community service. The <strong>Hartford</strong> Garden Club broughtboth friendship and sweat equity to South Downtown <strong>in</strong> May. With shovels <strong>in</strong> hand and a positiveoutlook, the club members dug holes, rolled trees by the root ball, and tamped dirt around the heartysapl<strong>in</strong>gs. Four dozen trees went <strong>in</strong>to the ground that morn<strong>in</strong>g, half <strong>in</strong> South Downtown and half<strong>in</strong> the Charter Oak Sheldon Street neighborhoods. The trees were generously funded by the GardenClub <strong>of</strong> <strong>Hartford</strong> and the <strong>City</strong>. We’ll meetat the House <strong>of</strong> the Good Shepherd at 5:15 on Thursday, August 2nd. The buses (actuallyan air-conditioned bus and an open air trolley) will depart at 5:30 sharp. Cycl<strong>in</strong>g enthusiastswill coord<strong>in</strong>ate a bike tour to shadow the bus route. The tour will <strong>in</strong>clude a stop at 4gardens and return to Good Shepherd for cocktails and an al fresco d<strong>in</strong>ner as the sun sets.<strong>Hartford</strong>’s best chefs will prepare specialty dishes with locally grown foods. And, as if thiscould get any better, a quartet from the <strong>Hartford</strong> Symphony Orchestra will provide musicfor the even<strong>in</strong>g! This cool<strong>in</strong>geffect allows us to use lessenergy to cool our build<strong>in</strong>gs.Trees provide habitatfor wildlife. They are akey l<strong>in</strong>k <strong>in</strong> the ecosystemthat susta<strong>in</strong>s us all.Dur<strong>in</strong>g photosynthesis,trees take <strong>in</strong> and storecarbon dioxide (whichcauses climate change)and they give <strong>of</strong>f oxygen.It is our responsibilityto make sure that thebenefits <strong>of</strong> trees rema<strong>in</strong>for future generations. Toma<strong>in</strong>ta<strong>in</strong> these benefits,we need to ma<strong>in</strong>ta<strong>in</strong> ourtrees! Trees, like any liv<strong>in</strong>g th<strong>in</strong>g, have aproductive lifespan. Like us, they needmore ma<strong>in</strong>tenance as they age.<strong>Hartford</strong> has a backlog <strong>of</strong> tree ma<strong>in</strong>tenanceafter Storm Alfred destroyed 3000trees and damaged countless. More <strong>of</strong>these damaged trees may need to comedown. To protect the survivors, muchKnox Parks has spent the last eighteenmonths walk<strong>in</strong>g through a thoroughexam<strong>in</strong>ation <strong>of</strong> who we are, where we’vecome fromand where weare go<strong>in</strong>g. Ourmission isstronger,greener, communities;treesand gardensare a means toachieve thatgoal. Theprocess hasbeen led by Causality, a firm specializ<strong>in</strong>g <strong>in</strong>nonpr<strong>of</strong>it brand identity.After a year and a half, countless hours <strong>of</strong>prun<strong>in</strong>g and trimm<strong>in</strong>g still needs to takeplace. To grow a healthy urban canopy,trees that come down must be replaced.Knox has been charged with this responsibilitywhich we are tak<strong>in</strong>g very seriously.With fund<strong>in</strong>g provided by the Segarraadm<strong>in</strong>istration, <strong>City</strong> Council, and CapitalWorkforce Partners Knox will replace morethan 1,000 <strong>of</strong> the 3,000 trees <strong>in</strong> partnershipwith the <strong>City</strong> <strong>of</strong> <strong>Hartford</strong>’s<strong>Department</strong> <strong>of</strong> Public Works and HeatherDionne, <strong>Hartford</strong>’s new <strong>City</strong> Forester. Wehave hired 1 supervisor and 5 crew members,all <strong>Hartford</strong> residents,to plant and ma<strong>in</strong>ta<strong>in</strong>these trees. So far we haveplanted nearly 300 trees allover <strong>Hartford</strong> with moref<strong>in</strong>d<strong>in</strong>g new homes eachday. Check out the corner<strong>of</strong> Ma<strong>in</strong> and Charter Oakwhere the Garden Club <strong>of</strong><strong>Hartford</strong> provided fund<strong>in</strong>gand hard work with nearly50 other volunteers. Thatsame day, thirteen newMaples and three newOaks were planted onColumbus Street <strong>in</strong> front<strong>of</strong> the <strong>Hartford</strong> Foun -dation for Public Giv<strong>in</strong>g.Twenty-one new Mapleswere planted downtownjust last week at the corner<strong>of</strong> Ann and Church Stacross from the XL Center.We would love to see each <strong>of</strong> you at one<strong>of</strong> our tree plant<strong>in</strong>g or volunteer events.The vision is important but partners tohelp carry out that vision are essential.Thanks to all <strong>of</strong> our friends, donors, funders,members and volunteers. Gardensare a valuable community asset especially<strong>in</strong> the <strong>in</strong>ner-city where food security andgreen space are scarce commodities. For 40years, the Knox Community Garden<strong>in</strong>gProgram has provided residents with land,water and the opportunity to cultivatetheir own food.Highlights: With the support and f<strong>in</strong>ancialassistance <strong>of</strong> United States <strong>Department</strong><strong>of</strong> Agriculture, Aetna, the <strong>Hartford</strong>F<strong>in</strong>ancial Services, CT <strong>Department</strong> <strong>of</strong>Energy and Environmental Protection,UnitedHealthcare, CT <strong>Department</strong> <strong>of</strong>Agriculture, the Fund for Greater <strong>Hartford</strong>and NOFA, the community garden programwill accommodate another 75 gardenersby <strong>in</strong>creas<strong>in</strong>g garden<strong>in</strong>g space from5 to 8 acres.At Earle Street, the garden is currentlyunder construction. Fenc<strong>in</strong>g and irrigationis be<strong>in</strong>g <strong>in</strong>stalled and 20 new gardeners areexpected to break ground by the end <strong>of</strong>June. This is a remarkable victory: us<strong>in</strong>gagriculture as a tool for urban revitalization,green space preservation, and susta<strong>in</strong>ablefood production <strong>in</strong> a needy neighborhood.Two new gardens have been created atOpen Hearth (a residential facility forhomeless men). As seen <strong>in</strong> the photo, hergarden technique is a study <strong>in</strong> ergonomic garden<strong>in</strong>g!Theresa is help<strong>in</strong>g to gather healthand wellness <strong>in</strong>formation from study participants,and will also be manag<strong>in</strong>g statisticsabout how much produce is grown <strong>in</strong> the participant’scommunity garden. You might seeher from time to time <strong>in</strong> one or more <strong>of</strong> the gardenlocations around the city. In the meantime,feel free to stop by and check out her garden!and resources. Most people do not realizethat this valuable piece <strong>of</strong> real estate existsand is a nationally known Skate Park called“Heaven.” The Prudential <strong>of</strong>fice toweroverlooks the park, which is usually trashfilled and overgrown with weeds.Prudential’s Valerie DeMarco and V<strong>in</strong>cenzoDastoli approached Knox seek<strong>in</strong>g to assistwith ma<strong>in</strong>tenance and upkeep by provid<strong>in</strong>gfund<strong>in</strong>g and volunteers. This is anotherclassic example <strong>of</strong> the power <strong>of</strong> corporateand community collaboration. Prudentialhas just booked another day <strong>of</strong> volunteerismfor October 6th.UnitedHealthcare, May 11: 100+ UHCemployees descended on our new 3-acregarden paradise at Earle Street <strong>in</strong> the northeastneighborhood. They weeded, pickedup large amounts <strong>of</strong> debris, cut back <strong>in</strong>vasivebrush and created 20 new communitygarden beds. It was a glorious sight see<strong>in</strong>gall these help<strong>in</strong>g hands convert<strong>in</strong>g thisunused piece <strong>of</strong> land <strong>in</strong>to a productivespace for food production, neighborhoodgather<strong>in</strong>g, and a micro urban agriculturebus<strong>in</strong>ess. This development will greatlybenefit the residents and Mt. MoriahChurch who is leas<strong>in</strong>g the land to Knox for10 years. For the last two years,UnitedHealthcare has partnered with Knoxto expand our community garden program,provid<strong>in</strong>g more space, <strong>in</strong>creas<strong>in</strong>gyields and improv<strong>in</strong>g access to fresh, local,healthy produce. Maurice Edwards andMaria Tsitsirides have been heroic <strong>in</strong> organiz<strong>in</strong>ghuge numbers <strong>of</strong> volunteers fromtheir company to support the Knox missionwith their labor force and f<strong>in</strong>ancialcontributions.Pratt and Whitney has a group <strong>of</strong> volunteerscom<strong>in</strong>g downtown to revamp a greenspace at Homestead & Garden later thissummer!EDI Landscape has been a great supporter<strong>of</strong> Knox, donat<strong>in</strong>g petunias for the bloomspots and help<strong>in</strong>g to prep the greenhousefor the party last March. Their work is wellknown, from landscap<strong>in</strong>g at <strong>Hartford</strong> HighSchool to the color panorama at theFarm<strong>in</strong>gton Valley Shoppes <strong>in</strong> Canton,they have added beauty and <strong>in</strong>spirationeverywhere, <strong>in</strong>clud<strong>in</strong>g Knox!!TD Bank has brought <strong>in</strong> pr<strong>of</strong>essionals toteach the AmeriCorps Green Crew aboutmoney management and <strong>in</strong>vest<strong>in</strong>g! In March <strong>of</strong>this year, Darnell reapplied to jo<strong>in</strong> theGreen Crew program. While serv<strong>in</strong>g hiscommunity 40+ hours a week, he als<strong>of</strong>ound time to go back to school for hisHigh School Diploma.He credits the program for keep<strong>in</strong>g himmotivated and support<strong>in</strong>g him, but Ibelieve he had the key to his success thewhole time. Veterans Land<strong>in</strong>g <strong>in</strong>New<strong>in</strong>gton will be the first <strong>of</strong> its k<strong>in</strong>d <strong>in</strong> NewEngland and one <strong>of</strong> the first nationwide t<strong>of</strong>ocus solely on the needs <strong>of</strong> veterans. With103 studio and one-bedroom apartments,this groundbreak<strong>in</strong>g program will help lowandmoderate-<strong>in</strong>come veterans ma<strong>in</strong>ta<strong>in</strong>comfortable <strong>in</strong>dependence for as long aspossible, while help<strong>in</strong>g to ease the burden onthe overtaxed veteran health care system.Connecticut’s veterans are rapidly ag<strong>in</strong>g:Nearly 75% <strong>of</strong> the 222,632 veterans liv<strong>in</strong>g <strong>in</strong>Connecticut are older than 55, and morethan half are 65 or older. A significant numberare liv<strong>in</strong>g on modest fixed <strong>in</strong>comes, andlack the means to cover private assisted liv<strong>in</strong>g– which may be as high as $8,000 permonth.Veterans Land<strong>in</strong>g has been designed bythe same team – from architect to adm<strong>in</strong>istrativedirector – responsible for The Retreat,CRT’s award-w<strong>in</strong>n<strong>in</strong>g assisted liv<strong>in</strong>g residenceat 90 Retreat Avenue <strong>in</strong> <strong>Hartford</strong>. Asthe first urban-built, affordable assisted liv<strong>in</strong>gfacility <strong>in</strong> Connecticut, The Retreat waspart <strong>of</strong> a state pilot <strong>in</strong>itiative that sought todeterm<strong>in</strong>e whether assisted liv<strong>in</strong>g servicescould successfully be provided to very low<strong>in</strong>come, Medicaid-eligible elderly/disabled<strong>in</strong>dividuals. The Retreat uses an exceptionallyrobust model <strong>of</strong> activities and partnershipsto ensure that the elderly residents are enjoy<strong>in</strong>gfulfill<strong>in</strong>g lives while contribut<strong>in</strong>g <strong>in</strong> amean<strong>in</strong>gful way to their community.CRT has also developed considerableknowledge <strong>of</strong> the issues fac<strong>in</strong>g low-<strong>in</strong>comeand at-risk veterans, through several otherprograms. Veterans Cross<strong>in</strong>g is CRT’s transitionalroom<strong>in</strong>g house <strong>in</strong> East <strong>Hartford</strong>, wherehomeless veterans receive <strong>in</strong>tensive casemanagement and assistance with employment,medical or mental health issues, reestablishties with their families, and movetoward stable hous<strong>in</strong>g. CRT is also the onlyConnecticut agency <strong>of</strong>fer<strong>in</strong>g SupportiveServices for Veteran Families, help<strong>in</strong>g verylow <strong>in</strong>come veterans avoid homelessness oracquire more affordable hous<strong>in</strong>g after be<strong>in</strong>gevicted.Based upon this experience, CRT and itsaffiliate, The Meadows Real EstateCorporation, were chosen as the preferreddevelopers and operators <strong>of</strong> the new assistedliv<strong>in</strong>g residence, to be built on the campus<strong>of</strong> the VA Connecticut Health Care System <strong>in</strong>New<strong>in</strong>gton. Activities, medical and socialservices will be <strong>of</strong>fered with<strong>in</strong> the build<strong>in</strong>g,but vets will also be connected with themany services <strong>of</strong>fered elsewhere on the campus.Unlike any exist<strong>in</strong>g facility <strong>in</strong> the nation,Veterans Land<strong>in</strong>g will <strong>of</strong>fer comprehensiveassisted liv<strong>in</strong>g for veterans <strong>in</strong> a dedicatedhome – not an area with<strong>in</strong> a larger hospitalor nurs<strong>in</strong>g home. Focused on the uniqueneeds <strong>of</strong> veterans, it will blend medical care,help with daily liv<strong>in</strong>g, and extensive social,recreational and emotional supports.Veterans Land<strong>in</strong>g will <strong>in</strong>clude 95 one-bedroomand eight studio apartments. Each unitwill have a kitchenette, handicapped-accessiblebathroom, and liv<strong>in</strong>g room. In additionto hous<strong>in</strong>g with 24-hour access to medicalcare, residents will receive assistance withactivities <strong>of</strong> daily liv<strong>in</strong>g (personal hygiene,housekeep<strong>in</strong>g and transportation), and anoutstand<strong>in</strong>g array <strong>of</strong> recreational and socialactivities that encourage personal growthand community <strong>in</strong>volvement.THE CHALLENGES AHEADTwo f<strong>in</strong>anc<strong>in</strong>g challenges face the project:Build<strong>in</strong>g the structure (at a cost <strong>of</strong> approximately$ 30 million) and keep<strong>in</strong>g the monthto-monthcosts affordable for residents. To dothis, CRT is expand<strong>in</strong>g on exist<strong>in</strong>g partnershipswith Connecticut state agencies,<strong>in</strong>clud<strong>in</strong>g the <strong>Department</strong> <strong>of</strong> Social Services,the Hous<strong>in</strong>g F<strong>in</strong>ance Authority, and the<strong>Department</strong> <strong>of</strong> Economic and CommunityDevelopment. The agency has successfullyused federal low-<strong>in</strong>come hous<strong>in</strong>g tax credits(LIHTCs) and HUD 202 Program fund<strong>in</strong>g forconstruction <strong>of</strong> other projects. HUD also providesVASH vouchers (Veterans AffairsSupportive Hous<strong>in</strong>g) to help <strong>in</strong>dividual vets<strong>of</strong>fset their hous<strong>in</strong>g costs. CRT cont<strong>in</strong>ues tocultivate relationships with private fund<strong>in</strong>gsources, <strong>in</strong>clud<strong>in</strong>g f<strong>in</strong>ancial <strong>in</strong>stitutions andfoundations.In the end, the primary goal <strong>of</strong> VeteransLand<strong>in</strong>g is to provide a residential communitywhere low- and moderate-<strong>in</strong>come veteranscan ma<strong>in</strong>ta<strong>in</strong> or even improve their medicaland mental health, and enjoy their senioryears among their peers. How does the company supportthe neighborhood?We have been <strong>in</strong>volved withAsylum Hill for years. Our companywas a found<strong>in</strong>g partner <strong>of</strong> theNorthside Institutions Neighbor -hood Alliance, or NINA, whichhelps work<strong>in</strong>g families f<strong>in</strong>d newhomeownership opportunities. Wehave also been a long-time supporter<strong>of</strong> The Village for Families andChildren, the Asylum Hill Boys andGirls Club, and West MiddleElementary School.Improv<strong>in</strong>g Asylum Hill rema<strong>in</strong>s aphilanthropic priority for The<strong>Hartford</strong>. We were pleased topartner with the city <strong>of</strong> <strong>Hartford</strong> onthis project, and I congratulateMayor Segarra on his commitmentto revitalization.Another neighborhood revitalizationeffort is our partnership withNINA. Together, we helped restoresix blighted properties and plant 50trees to help re-establish thecanopy. I’m proud that 150 volunteersfrom The <strong>Hartford</strong> have giventheir time to NINA.What about education and communitysupport services?Golden Anniversary MeansRejuvenation for the CathedralStretch<strong>in</strong>g 280 feet <strong>in</strong>to the skyand featur<strong>in</strong>g a magnificent sta<strong>in</strong>lesssteel cross, the Cathedral <strong>of</strong>Sa<strong>in</strong>t Joseph makes a strik<strong>in</strong>gappearance for those who travel<strong>in</strong>to <strong>Hartford</strong> everyday. The view<strong>in</strong>side the cathedral is amaz<strong>in</strong>g aswell. Visitors are greeted by theresplendent beauty <strong>of</strong> 26 sta<strong>in</strong>edglass w<strong>in</strong>dows commissioned byworld-renowned artist JeanBarillet, and a one-<strong>of</strong>-a-k<strong>in</strong>d mesmeriz<strong>in</strong>gceramic <strong>of</strong> Christ locatedat the rear <strong>of</strong> the high altar. It istruly majestic place, and fitt<strong>in</strong>glythe Mother Church <strong>of</strong> theArchdiocese <strong>of</strong> <strong>Hartford</strong> where peoplefrom across the archdiocesecome to praise God. Upon close<strong>in</strong>spection, however, one can seethat the years have begun to tarnishher beauty. Like many structuresthat are 50 years old, she is <strong>in</strong> need<strong>of</strong> substantial rejuvenation and modernization.As she celebrates hergolden anniversary <strong>in</strong> 2012, theArchdiocese <strong>of</strong> <strong>Hartford</strong> has startedto tackle one restoration project at atime.Some projects have already begunand have been completed. A leakyro<strong>of</strong> was replaced, a stairwell alongthe east side <strong>of</strong> the front entrancewas restored, and a new audio systemwas <strong>in</strong>stalled enhanc<strong>in</strong>g thesound quality throughout the cathedraland its side chapels.Archbishop Henry J. Mansell tookthe opportunity to speak to parishionersabout some <strong>of</strong> the improvementsdur<strong>in</strong>g the celebration <strong>of</strong> the“50th Anniversary Mass” <strong>of</strong> theconsecration <strong>of</strong> the cathedral, whichtook place on May 20th with over1800 people <strong>in</strong> attendance.He talked about one <strong>of</strong> the mosthighly anticipated improvements –the <strong>in</strong>stallation <strong>of</strong> the new permanentaltar. Weigh<strong>in</strong>g 4800 pounds,and measur<strong>in</strong>g 4 feet wide and 12feet long, it is made <strong>of</strong> solid Biancomarble, and is a spectacular sight.Funded by the Knights <strong>of</strong>Columbus, the new altar is dedicatedto their founder, Father Michaelborn and raised <strong>in</strong> Waterbury.The Archbishop also announcedthat discussions were underwaywith benefactors who will fund theconstruction <strong>of</strong> a handicappedaccessible entrance on the west side<strong>of</strong> the cathedral. The designs call forthe construction <strong>of</strong> a driveway connect<strong>in</strong>gthe park<strong>in</strong>g lot <strong>of</strong> the cathedralon Asylum Street (which facesthe back <strong>of</strong> the cathedral) with thenew entrance. The entrancewaywould house an elevator, whichwould give transport to the first andsecond floors. Each floor wouldhave eight handicapped-accessiblerestrooms for a total <strong>of</strong> 16.Talks are also ongo<strong>in</strong>g to transformthe lower cathedral <strong>in</strong>to agather<strong>in</strong>g area where people couldmeet after Masses for a variety <strong>of</strong>functions. Classrooms for religiouseducation are also planned for thisspace.We have seen a lot <strong>of</strong> progress <strong>in</strong>education <strong>in</strong> Asylum Hill. Our partnershipwith Junior Achievementand <strong>Hartford</strong> Public Schools hasreached more than 1,000 studentsand helped <strong>in</strong>crease their f<strong>in</strong>ancialliteracy, workforce preparedness,and entrepreneurial skills. N<strong>in</strong>etypercent <strong>of</strong> participat<strong>in</strong>g teachers saytheir students demonstrated<strong>in</strong>creased understand<strong>in</strong>g.The <strong>Hartford</strong> is also <strong>in</strong>volvedwith West Middle ElementarySchool, which is a few blocks fromour headquarters. Hundreds <strong>of</strong> studentshave participated <strong>in</strong> the afterschooland summer programs andmore than 200 <strong>Hartford</strong> teammatesvolunteer at the school every year <strong>in</strong>programs such as Read<strong>in</strong>g Buddiesand Math Buddies.Through the <strong>Hartford</strong> Consor -tium for Higher Education’s CareerBeg<strong>in</strong>n<strong>in</strong>gs program, our companyhelped fund a new on-site studentadvisor at <strong>Hartford</strong> Public HighSchool to assist students with thecollege application process.S<strong>in</strong>ce f<strong>in</strong>ancial literacy is a philanthropicpriority, we also partneredwith Co-opportunity and theUnited Way to create the F<strong>in</strong>ancialResource Center, which providesf<strong>in</strong>ancial literacy and budget plann<strong>in</strong>gresources to Asylum Hill residents.So far, we have been able toreach 135 Asylum Hill residents.We also support The Village forFamilies and Children, the YWCA<strong>of</strong> <strong>Hartford</strong>, and the ChrysalisCenter.Have you been pleased with thisprogress?While there is always more workto do, The <strong>Hartford</strong> is encouragedby the progress <strong>in</strong> Asylum Hill.Our teammates have given generously<strong>of</strong> their time, volunteer<strong>in</strong>gtheir skills and expertise to helpimprove the neighborhood. Morethan 1,000 employees have volunteeredapproximately 6,500 hours<strong>in</strong> Asylum Hill s<strong>in</strong>ce November2010.The city <strong>of</strong> <strong>Hartford</strong> has been ourhome for more than 200 years, andwe welcome all the efforts underway from <strong>City</strong> Hall, our schools,non-pr<strong>of</strong>it groups, and neighborhoodorganizations to make the citya better place <strong>in</strong> which to live andwork.
