Collaboration• Parole and Probation partnership tomonitor offenders who continue to beinvolved in criminal behavior.• Community Improvement Teamscomprised of city and state agencies toinspect problematic locations.• Peacebuilders. In collaboration with theHOYS, Peacebuilders will step‐up patrol on<strong>Hartford</strong> streets and continue theirmediation with individuals and groups.• Juvenile Review Board. The JRB willprovide services to 9‐16 year oldsthroughout the summer• <strong>Police</strong> Activities League• Temporary <strong>Police</strong> Substation at 102Pliny Street to ensure police presence.• <strong>Hartford</strong> Crisis Response Team willprovide 24 hours emergency violenceintervention, trauma therapy and followupservices for children 9‐19 who arewitnesses to violence.• Home Visits. The police department willmeet with suspects and victims of crime inorder to gather intelligence and build trustwith the community.• Operation “One Street” wherein CSOswill make contact with every resident of astreet and conduct a mini‐survey to assessneeds.• Community Court assistance to keepneighborhoods clean – Broken WindowTheory.


Enforcement• Intelligence Based Policing.Intelligence based policing through theCOMPSTAT process, Project <strong>Safe</strong>Neighborhoods and bi‐weekly CSO/SROmeetings will be used to target violentoffenders.• Walk Beats. Walk Beats will be utilizedin areas where a police presence willdeter crime in area such as Enfield Street,Park and Main Street, Parkville and Behindthe Rocks neighborhoods.• Bicycle Patrols; Mounted HorsePatrols. These patrols will be utilized toincrease police presence throughout thecity.• Colts park Detail. Officers will beassigned to deter crimes associated withalcohol, ATVs/dirt bikes, noise and generaldisorder to create a safe environment forfamilies utilizing the park and improvedquality of life in the surroundingneighborhood.• Hot Spot Enforcement. DistrictCommanders will ensure a strong andvisible police presence according toestablished crime patterns and levels ofviolence.• Conditions Unit Surges will bedeployed throughout the city to ensurethat crime patterns and quality of lifeconditions are being addressed.
