Definitionsminimum distance that shall be maintained bya person, vehicle or mobile plant (including itsload, controlling ropes and any otheraccessories) when approaching <strong>electrical</strong>apparatus other than <strong>for</strong> <strong>work</strong> in accordancewith an access authority.49 ‘Safety Observer’ means a person withsufficient knowledge <strong>of</strong> the task beingper<strong>for</strong>med and competent <strong>for</strong> the duty <strong>of</strong>observing and warning against unsafeapproach to <strong>electrical</strong> apparatus.50 ‘Shall’ – is to be interpreted as “mandatory”.51 ‘Should’ - is to be interpreted as “advisory ordiscretionary”.52 ‘Station’ means any enclosed or fencedlocation in which high voltage supply isgenerated, converted, controlled ortrans<strong>for</strong>med.53 ‘Suspension <strong>of</strong> an Access Authority’ meansthe cessation <strong>of</strong> all <strong>work</strong> under an issuedaccess authority where all persons <strong>work</strong>ingunder that authority have signed <strong>of</strong>f.Page 24 <strong>of</strong> 148 Blue Book – December 2005
Definitions54 ‘Tester in Charge’ means an authorised testerto whom a sanction <strong>for</strong> testing has been issuedand who is in charge <strong>of</strong> all members <strong>of</strong> the<strong>work</strong> party signed on that sanction <strong>for</strong> testing.55 ‘Vehicle’ means a truck (non tipping), car,utility, or other general purpose conveyanceused <strong>for</strong> the carriage <strong>of</strong> persons or goods. (seealso mobile plant).56 ‘Vicinity’ means a situation where it is unlikelythat a person will, either directly or through anyconducting medium (e.g. via mobile plant),come within the relevant safe approachdistances.57 ‘Victorian Electricity Supply Industry’ (VESI)means the Organisations which are licensedunder the Electricity Industry Act 2000 toparticipate in the generation, transmission,distribution, and supply <strong>of</strong> electricity in Victoria.58 ‘Written (in Writing)’ means recorded onpaper or in electronic <strong>for</strong>m.Blue Book – December 2005 Page 25 <strong>of</strong> 148
