Definiti<strong>on</strong>s43 ‘Practicable’ means having regard to –(a) the severity <str<strong>on</strong>g>of</str<strong>on</strong>g> the hazard <strong>or</strong> risk inquesti<strong>on</strong>;(b) the state <str<strong>on</strong>g>of</str<strong>on</strong>g> knowledge about that hazard<strong>or</strong> risk and any ways <str<strong>on</strong>g>of</str<strong>on</strong>g> removing <strong>or</strong>mitigating that hazard <strong>or</strong> risk;(c) the availability and suitability <str<strong>on</strong>g>of</str<strong>on</strong>g> ways t<strong>or</strong>emove <strong>or</strong> mitigate that hazard <strong>or</strong> risk; and(d) the cost <str<strong>on</strong>g>of</str<strong>on</strong>g> removing <strong>or</strong> mitigating thathazard <strong>or</strong> risk.44 ‘Procedure’ means the documentati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> asystematic series <str<strong>on</strong>g>of</str<strong>on</strong>g> acti<strong>on</strong>s (<strong>or</strong> activities)directed to achieve a desired result.45 ‘Recipient’ means a pers<strong>on</strong> who has signed<strong>on</strong> an access auth<strong>or</strong>ity.46 ‘Recipient in Charge’ means an auth<strong>or</strong>isedrecipient to whom an access auth<strong>or</strong>ity hasbeen issued and who is in charge <str<strong>on</strong>g>of</str<strong>on</strong>g> allrecipients signed <strong>on</strong> that access auth<strong>or</strong>ity.47 ‘Resumpti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> (Resume) an AccessAuth<strong>or</strong>ity’ means the re-commencement <str<strong>on</strong>g>of</str<strong>on</strong>g> all<str<strong>on</strong>g>w<strong>or</strong>k</str<strong>on</strong>g> under an access auth<strong>or</strong>ity that had beensuspended.48 ‘Safe Approach Distance’ means theBlue Book – December 2005 Page 23 <str<strong>on</strong>g>of</str<strong>on</strong>g> 148
