Definitions43 ‘Practicable’ means having regard to –(a) the severity <strong>of</strong> the hazard or risk inquestion;(b) the state <strong>of</strong> knowledge about that hazardor risk and any ways <strong>of</strong> removing ormitigating that hazard or risk;(c) the availability and suitability <strong>of</strong> ways toremove or mitigate that hazard or risk; and(d) the cost <strong>of</strong> removing or mitigating thathazard or risk.44 ‘Procedure’ means the documentation <strong>of</strong> asystematic series <strong>of</strong> actions (or activities)directed to achieve a desired result.45 ‘Recipient’ means a person who has signedon an access authority.46 ‘Recipient in Charge’ means an authorisedrecipient to whom an access authority hasbeen issued and who is in charge <strong>of</strong> allrecipients signed on that access authority.47 ‘Resumption <strong>of</strong> (Resume) an AccessAuthority’ means the re-commencement <strong>of</strong> all<strong>work</strong> under an access authority that had beensuspended.48 ‘Safe Approach Distance’ means theBlue Book – December 2005 Page 23 <strong>of</strong> 148
