concerned.Definitions22 ‘High voltage’ or ‘HV’ means a nominal voltageexceeding 1000 volts a.c. or exceeding 1500 voltsd.c.23 ‘High Voltage Customer’ means any user <strong>of</strong>electricity (excluding the VESI) directlyconnected at high voltage to the Transmissionor Distribution Net<strong>work</strong>s.24 ‘Instructed person’ means a personadequately advised or supervised by anauthorised person to enable them to avoid thedangers which electricity may create.25 ‘Insulated Mobile Plant’ means mobile plantapproved and tested <strong>for</strong> carrying out <strong>work</strong> onor near <strong>electrical</strong> apparatus.26 ‘Insulated’ means separated from adjoiningconducting material by a non-conductingsubstance which provides resistance to thepassage <strong>of</strong> current, or to disruptive dischargesthrough or over the surface <strong>of</strong> the substance atthe operating voltage, and to mitigate thedanger <strong>of</strong> shock or injurious leakage <strong>of</strong> current.27 ‘Insulating Stick’ means a stick approved andtested <strong>for</strong> carrying out operating and live <strong>work</strong>Blue Book – December 2005 Page 19 <strong>of</strong> 148
