6.8 How ATQEM will workThe ATQEM is designed to provide an “at a glance” interpretation (weighting) of aregistered applicant’s qualification in a relevant field of professional performancein tourism, but derived from another country’s system of accredited academicawards. In technical terms, it should function as a fast and reliable electroniccross-referencing matrix whereby similar qualifications coming from somewhatsimilar award structures accredited in another <strong>ASEAN</strong> country can be appraisedagainst established <strong>ASEAN</strong> award structures and given an equivalent weighting orvalue.The ATQEM output assessment code places a value on the suitability of aqualification for a specific purpose in employment in circumstances where thatapplicant and qualification are derived from a foreign source and system.The ATQEM device will function electronically to provide a licensed user with acomparative weighting expressed either as an indexed number (e.g., 7.8 on a 10-point scale) or as a band on a scale that informs the user of the quality of aparticular applicant’s qualification in simple terms. This could be described as ‘aqualifications matching system’ that provides a comparison with an accepted<strong>ASEAN</strong> benchmark based on the ACCSTP Framework and the CATC (see Figure 6.2).Figure 6-2: The role of ATQEMP a g e | 53
