GENERALThe <strong>2014</strong> U.S. <strong>Figure</strong> <strong>Skating</strong> qualifying competition season for synchronized skating consists of a total offour events, including three sectional championships and the U.S. <strong>Synchronized</strong> <strong>Skating</strong> Championships.All four events are sanctioned by U.S. <strong>Figure</strong> <strong>Skating</strong> and conducted according to the most current U.S.<strong>Figure</strong> <strong>Skating</strong> rulebook, 2013-14 edition, with changes and clarifications as posted on the U.S. <strong>Figure</strong><strong>Skating</strong> web site and this announcement. Compliance with these rules as updated or amended is theresponsibility of the participants. 2. REGISTRATIONA. METHODOnline Electronic Registration (Required)Online registration is the ONLY method available for entry into the <strong>2014</strong> U.S. <strong>Synchronized</strong> <strong>Skating</strong>Qualifying Competition Season.To enter online you must do the following:a. Your team must be currently registered in the level that you wish to compete. It may take upto three weeks to process your synchronized team registration form.b. Only two people have access to the online entry 1) Contact Person and 2) the Team Coachlisted on your 2013-<strong>2014</strong> <strong>Synchronized</strong> Team Registration Form.c. The person registering the team should go to: www.usfsaonline.org and sign on with their ownmember number (not the team’s number).Once you have logged on, you will see an option (on the left side) to register online for theevent in which your team is eligible. The system will guide you through the registrationprocess.Please note that a user name (U.S. <strong>Figure</strong> <strong>Skating</strong> Member #) and password are necessary foronline entry. If you do not already have a password, follow the instructions on the site. It cantake up to two days to get your password. Please plan ahead. Double check that the e-mailaddress you have listed with U.S. <strong>Figure</strong> <strong>Skating</strong> is accurate. Additionally, verify that U.S. <strong>Figure</strong><strong>Skating</strong> is an accepted party by your server, therefore, allowing e-mail from headquarters toenter your inbox and not junk mail.d. All team members must be current U.S. <strong>Figure</strong> <strong>Skating</strong> members, and eligible for the event inwhich you are entering. Age/test ineligibility or expired memberships of any athlete on yourroster will prevent you from completing the process.e. Do not attempt to enter a skater who has not yet tested. You must wait until all teammembers have passed the appropriate test to enter the system. If a skater has recentlypassed, and it is not recorded, you will be given the opportunity to enter the data and theentry will clear.f. The time zone of your home club will determine the entry deadline of 11:59 p.m. Dec. 1, 2013.g. You will receive an e-mail confirmation of the transaction.If you are experiencing difficulty with online registration, please e-mail the Member Servicesdepartment at: memberservices@usfigureskating.org or call the U.S. <strong>Figure</strong> <strong>Skating</strong> main number at(719) 635-5200 and ask to speak with Member Services.


B. DEADLINESAge requirements must be met as of July 1, 2013.Test requirements must be met by Dec. 1, 2013. Provisional entries based on an athlete on the teampassing a test after the close of entries will not be accepted.The entry deadline for the <strong>2014</strong> Qualifying Competition Season for synchronized skating is 11:59p.m., Dec.1, 2013. The time zone of your team’s home club will determine the entry deadline of 11:59p.m., Dec. 1,2013. NO EXCEPTIONS WILL BE MADE! NO REGISTRATIONS WILL BE ACCEPTED AFTER THIS DEADLINE.C. BYESTeams awarded a bye to the U.S. <strong>Synchronized</strong> <strong>Skating</strong> Championships will receive official notification inwriting from U.S. <strong>Figure</strong> <strong>Skating</strong>. However, all competitors, including those who receive a bye, wishing tocompete in the <strong>2014</strong> Qualifying Competition Season for synchronized skating must enter by thedeadline.D. ENTRY FEESAll teams entering the <strong>2014</strong> Qualifying Competition Season for synchronized skating must pay theappropriate entry fee to U.S. <strong>Figure</strong> <strong>Skating</strong>. There is no additional entry fee for the U.S. <strong>Synchronized</strong><strong>Skating</strong> Championships.Qualifying events: Juvenile, intermediate, novice, junior, senior, $600.00collegiate, adult and mastersNonqualifying events: Preliminary, pre-juvenile, open juvenile, $300.00open adult and open collegiateIn addition, all teams are required to pay an administrative fee of $10/team.E. PAYMENTOnline payment via credit card is the ONLY accepted form of payment. Once entries have closed,there are no refunds on entry fees. Once entered, all withdrawals are considered final. A team may notre-enter even if the withdrawal occurs prior to the entry deadline of Dec. 1, 2013.All payments for services and items ordered through the Local Organizing Committee (LOC) such astickets, practice ice, souvenirs, etc., should be paid directly to the LOC as per the instructions on the LOCforms and/or LOC web site.


F. IMPORTANT NOTESYour online entry is a combined entry for the <strong>2014</strong> <strong>Synchronized</strong> <strong>Skating</strong> <strong>Sectional</strong> Championships and<strong>2014</strong> U.S. <strong>Synchronized</strong> Team <strong>Skating</strong> Championships. Teams advancing from sectionals will beautomatically entered in the <strong>2014</strong> U.S. <strong>Synchronized</strong> <strong>Skating</strong> Championships. They will need to fill out onlyLOC forms for their next event.a. Proof of age is required for skaters on juvenile, intermediate, novice, junior and senior teams whohave not submitted proof of age to U.S. <strong>Figure</strong> <strong>Skating</strong> before. These should be sent in after youregister online. Once you submit the entry, you will be given a list of athletes that you must send proofof age for. Please send proof of age only for the athletes the computer lists. Please do not send proofof age in for skaters not on these level teams, or who already have proof of age on file.b. Collegiate and open collegiate teams: In addition to the online registration process, all teams in thecollegiate or open collegiate levels must submit to U.S. <strong>Figure</strong> <strong>Skating</strong> Headquarters, by the entrydeadline of Dec. 1, 2013, a signed copy of “FORM C” verifying their academic eligibility.c. Medical Registry & Waiver: All athletes who are members of a team competing at the <strong>Synchronized</strong><strong>Skating</strong> <strong>Sectional</strong> Championships are required to go onto their MEMBERS ONLY profile on U.S. <strong>Figure</strong><strong>Skating</strong> Online and complete the medical registry and the waiver online. Instructions: Once on thesite, each athlete must: Click on “Online Event Reg.” Scroll over “Event Manager” Select “Medical Registry” and complete all of the information there Select “Accept Waivers” and initial all of the boxes.3. TECHNICAL DETAILSA. CONDUCT OF EVENTSFor the <strong>2014</strong> season, the following levels will be conducted in accordance with the International System ofJudging (IJS): intermediate, novice, junior, senior, collegiate and adult.The following levels will be conducted under the 6.0 judging system: preliminary, pre-juvenile, open juvenile,juvenile, open collegiate, open adult and masters.The sectional and U.S. <strong>Synchronized</strong> <strong>Skating</strong> Championships are sanctioned by U.S. <strong>Figure</strong> <strong>Skating</strong> and will beconducted under the rules set forth in the 2013-<strong>2014</strong> Official U.S. <strong>Figure</strong> <strong>Skating</strong> Rulebook and thisannouncement. Coaches are required to read the Rulebook and know all rules pertaining to their team.B. PLANNED PROGRAM CONTENT SHEETSAll synchronized teams entering events judged under the IJS (intermediate, novice, junior, senior, collegiateand adult) are required to submit a planned program content sheet as part of the registration process. Theplanned program content sheet should be completed by the close of entries (Dec. 1, 2013), but may beupdated up to two weeks prior to the first official practice at your competition.To complete the planned program content sheet the registered team coach or team contact person (sameperson that is eligible to complete the online registration) must go to www.usfsaonline.org, log in under his orher own member name and follow the instructions to complete the sheet.


C. EVENTS TO BE SKATEDLEVELS THAT ARE OFFERED ONLY AT THE SECTIONAL CHAMPIONSHIPS1. Preliminary: A team of 8 to 16 skaters. All skaters must be under 12. The majority of theteam must be under 10 on the preceding July 1.Program duration: 2 minutes +/- 10 secondsWell balanced program: Rule 72702. Pre-Juvenile: A team of 8 to 16 skaters. The majority of the team must be under 12 on thepreceding July 1.Program duration: 2 minutes +/- 10 secondsWell balanced program: Rule 72603. Open Juvenile: A team of 8 to 16 skaters. The majority of the team must be under 19 on thepreceding July 1. All skaters must have passed the Pre-Preliminary moves in thefield test.Program duration: 2 ½ minutes +/- 10 secondsWell balanced program: Rule 72504. Open Collegiate A team of 8 to 16 skaters. Skaters must be enrolled in a college or university asa full-time student, as defined by the institution they attend, as of the entrydeadline.Program duration: 3 minutes +/- 10 secondsWell balanced program: Rule 72905. Open Adult: A team of 8 to 16 skaters. The majority of skaters must be 19 years or older onthe preceding July 1.Program duration: 2 ½ minutes +/- 10 secondsWell balanced program: Rule 7520LEVELS THAT WILL ADVANCE TO THE U.S. SYNCHRONIZED SKATING CHAMPIONSHIPS1. Juvenile: A team of 12 to 20 skaters. Skaters must be under 13 on the preceding July 1and have passed the Preliminary moves in the field test.Program duration: 3 minutes +/- 10 secondsWell balanced program: Rule 72402. Intermediate: A team of 12 to 20 skaters. Skaters must be under 18 on the preceding July 1and have passed the Pre-Juvenile moves in the field test.Program duration: 3 ½ minutes +/- 10 secondsWell balanced program: Rule 72303. Novice: A team of 12 to 20 skaters. Skaters must be under 16, with the exception of amaximum of 4 skaters that may be 16 or 17, on the preceding July 1 and havepassed the Juvenile moves in the field test.Program duration: 3 ½ minutes +/- 10 secondsWell balanced program: Rule 7220


4. Junior: A team of 12 to 16 skaters. Skaters must be at least 12 and under 19 on thepreceding July 1. All skaters must have passed the Intermediate moves in thefield test.Short program duration: Maximum 2 minutes, 50 secondsFree skate duration: 4 minutes +/- 10 secondsWell balanced program and short program: Rule 72105. Senior: A team of 16 skaters. Skaters must be at least 14 on the preceding July 1 andhave passed the Novice moves in the field test.Short program duration: Maximum 2 minutes, 50 secondsFree skate duration: 4 ½ minutes +/- 10 secondsWell balanced program and short program: Rule 72006. Collegiate: A team of 12 to 20 skaters. Skaters must be enrolled in a college or universityas a full-time student, as defined by the institution they attend, as of the entrydeadline. All skaters must have passed the Juvenile moves in the field test.Program duration: 4 minutes +/- 10 secondsWell balanced program: Rule 72807. Adult: A team of 12 to 20 skaters. Skaters must be at least 21on the preceding July 1,with the exception that up to four team members may be 18, 19 or 20 years ofage. All skaters must have passed either the preliminary moves in the field test,the adult bronze moves in the field test, the preliminary figure test or thepreliminary dance test.Program duration: 3 ½ minutes +/- 10 secondsWell balanced program: Rule 75008. Masters: A team of 12 to 20 skaters. Skaters must be at least 25, and the majority of theteam must be at least 30 on the preceding July 1.Program duration: 3 minutes +/- 10 secondsWell balanced program: Rule 7510CROSSOVER RULES:An individual skater may skate on more than one, but not more than two, synchronized skating teams aslong as the teams are in different levels, and both levels in question allow crossing over between them. Thefollowing must also be adhered to:Rule 2827: No team may be comprised of more than 50% of athletes who are also on any other team. Thisapplies to both the entire roster and the athletes who are skating on the ice at any given competition.Rule 2826: Is a chart in the U.S. <strong>Figure</strong> <strong>Skating</strong> Rulebook illustrating which levels athletes are allowed to“crossover” between. It is found on page 121 of the 2013-<strong>2014</strong> edition.ALTERNATE RULES:Rule 2825: Each synchronized skating team may have alternates listed on the team roster. The maximumnumber of alternates is four. Teams may have a total of four athletes on their roster in addition to themaximum number permitted on the ice for their respective level.


ROSTER / CHANGES TO THE ROSTER:Rule 2821: The entry form of the first qualifying competition of the year becomes the official team roster forthe remainder of the year. The roster must list all team members including alternates. No additions will bepermitted from sectionals to the U.S. <strong>Synchronized</strong> <strong>Skating</strong> Championships.Rule 2821 (B). Requests for substitutions to the roster must be submitted on the official form to the <strong>Sectional</strong>Vice Chair of the <strong>Synchronized</strong> <strong>Skating</strong> Competitions Subcommittee. Substitutions to the roster may bepermissible up to two weeks prior to the start of the next qualifying competition.Note: The official form may be obtained on the “Forms” page of www.usfigureskating.orgD. M<strong>US</strong>ICCOMPETITION M<strong>US</strong>IC INFORMATIONU.S. <strong>Figure</strong> <strong>Skating</strong> requires all teams to fully complete a competition music information form as part of theonline registration process.The following information is required for each piece of music used in both the short program and free skate:Composer, orchestra, duration of music and record label/number (optional but highly recommended ifobtainable).COMPACT DISCS (CDs)For all qualifying competitions, CD’s are the only acceptable forms of media. CDs must be clearly markedwith the team’s name, event entered and the music length. Each CD must have only ONE (1) track on it. Inthe case the junior and senior events, separate discs for the short program and free skate must be turned in.Any disc with more than one track will NOT be accepted. Lead in time (time before the music begins) onCDs may not exceed two (2) seconds.Each CD must be in a paper CD sleeve with a see through window (obtainable at any office supply store),also labeled with the team’s name and event. Standard hard plastic “jewel cases” or CD holders are nolonger acceptable. CDs that are not properly identified will NOT be accepted. Due to compatibility andreliability reasons music may NOT be submitted on re-recordable “CD-RW” discs.Competition music must be turned in at the registration desk at the time of registration and will be availablefor pick up at the registration desk at the conclusion of the event. Teams will not receive their credentialsuntil they turn in their music.All teams must have at least one (1) additional copy of their CD rink side at practice sessions and during theactual competition event. The LOC will accept no responsibility for damaged or lost CDs.E. OFFICIAL BULLETIN BOARDThe official bulletin board will contain any announcements or changes and it is the responsibility of theteams to check it often for official notices. Please refer to the local portion of the announcement for furtherinformation regarding the bulletin board.


4. ADVANCEMENT TO THE U.S. SYNCHRONIZED SKATING CHAMPIONSHIPSA. QUALIFIERSAll teams advancing to the U.S. <strong>Synchronized</strong> <strong>Skating</strong> Championships will receive a link to the officialcompetition Announcement via email following the sectional championships.For all teams, all information required to be sent to the <strong>2014</strong> U.S. <strong>Synchronized</strong> <strong>Skating</strong> Championships LOCmust be postmarked or e-mailed no later than the TUESDAY FOLLOWING YOUR SECTIONAL CHAMPIONSHIP.Any information postmarked after the Tuesday following your sectional championship will be acceptedONLY at the discretion of the LOC.Those teams receiving a bye to the <strong>2014</strong> U.S. <strong>Synchronized</strong> <strong>Skating</strong> Championships will receive theirannouncement via e-mail and must follow the deadline set forth by the LOC.If a team qualifies for the <strong>2014</strong> U.S. <strong>Synchronized</strong> Team <strong>Skating</strong> Championships and chooses not toparticipate, the team must notify their respective sectional vice chair of the <strong>Synchronized</strong> CompetitionsSubcommittee and U.S. <strong>Figure</strong> <strong>Skating</strong> Headquarters within 48 hours following the conclusion of thecompetition.Four teams from each section, in each event, shall be permitted to enter the <strong>2014</strong> U.S. <strong>Synchronized</strong> Team<strong>Skating</strong> Championships. However, additional teams may be invited to participate per rule 2832, which maybe found on page 121 of the 2013-<strong>2014</strong> U.S. <strong>Figure</strong> <strong>Skating</strong> Rulebook.B. ALTERNATESTeams placing fifth and sixth (unless there are fill-ins) at the sectional championships will be designated asfirst and second alternates. These teams will be provided with an event announcement as they may beselected to compete.Alternates do not need to submit any forms unless they are contacted by U.S. <strong>Figure</strong> <strong>Skating</strong>.5. INSURANCE/LIABILITYU.S. <strong>Figure</strong> <strong>Skating</strong>, the host club(s) and/or interclub association, the organizing committee and the icearenas being utilized for these events accept no responsibility for injury or damage sustained by anyparticipant in these championships. ANTI-DOPINGAnti-doping tests will not be conducted at either the sectional championships or the U.S. <strong>Synchronized</strong><strong>Skating</strong> Championships.

<strong>2014</strong> EASTERN SYNCHRONIZED SKATINGSECTIONAL CHAMPIONSHIPSGENERAL INFORMATIONThe <strong>2014</strong> <strong>Eastern</strong> <strong>Synchronized</strong> <strong>Skating</strong> <strong>Sectional</strong> Championships will be held January 30 – February 1, <strong>2014</strong>at the Giant Center located at 550 West Hersheypark Drive Hershey, PA 17033 and the Hersheypark Arenalocated at 100 Hersheypark Drive Hershey, PA 17033. The championships are sanctioned by U.S. <strong>Figure</strong><strong>Skating</strong> and hosted by the Central Pennsylvania <strong>Figure</strong> <strong>Skating</strong> Club and Hershey <strong>Figure</strong> <strong>Skating</strong> Club.REGISTRATIONRegistration for ALL coaches of non-qualifying (6.0) and qualifying (IJS) levels will ONLY be at the GiantCenter after 2:00pm on Wednesday, January 30, <strong>2014</strong> through the completion of the event.Only coaches can register their team. PRACTICE ICEOFFICIAL PRACTICE ICE – LOC FORM BOfficial practice ice will be conducted per rule 2940. The following applies to both the sectional and <strong>2014</strong>U.S <strong>Synchronized</strong> <strong>Skating</strong> Championships:Official practice ice segments for the following events will be in 12 minute segments: senior free skate, juniorfree skate and collegiate free skate.Official practice ice segments for the following events will be in 10 minute segments: senior short program,junior short program, novice free skate, intermediate free skate, juvenile free skate, adult free skate, mastersfree skate, open juvenile free skate, pre-juvenile free skate, preliminary free skate, open adult free skate andopen collegiate free skate.For the practice ice segment for sectional and the U.S. <strong>Synchronized</strong> Championships, each team shall beallowed a short warm-up period prior to the start of the music.
