My remarksdid attract attention, for much to my surprise, theordinance was amended in less than a month aftermy report had been submitted, so as to take thismatter entirely out of my hands and place it beyond,any jurisdiction or direction that I might be thoughtto have. The ordinance as amended, has never beenenforced and as far as results show it might just aswell have been repealed. I respectfully ask that thisimportant matter receive the consideration of thisCouncil • with a view of having this protectionafforded our citizens. Fire escapes should as a matterof course come directly under the direction andsupervision of this department as no one can betterjudge of their necessity, location or character thanthe officers of this department.Tire Drills in Schools.The matter of fire drills in schools is of such graveimportance that it becomes my duty to call attentionto the want of the same, now for the third time, andI sincerely hope that Council will view this matterin the same light that I do.The statement made by the school authorities,when they refused my request to institute fire drillswas to the effect that, the children were under thecomplete control of the teachers, and that the schoolscould be cleared within three minutes at any time.I do not doubt the last statement at all, and it is justbecause of the fact, that for want of proper drills, ittakes so long a time to clear the school buildingsthat I again appeal for legislation to require theBoard of Education to inaugurate regular fire drills.
