Its business conditions comparedfavorably with those in other cities of theSouth; its people were blessed with an absence ofepidemics or other catastrophies, and received satisfactoryreturns for their labors. Our trade maintainedits own against the competition of other centresof activity; our volume of business showed nodecrease; our merchants continued their progressivepolicy of recent years; the transportation companiesbrought us in intercourse with a more extensive territory,and studying the year from any viewpoint itis evident that we came to its close with many reasonsfor gratitude and with sufficient in its historyto inspire us for more aggressive work for Savannah'supbuilding during the twelve months to come.The Policy of the City.The administration of the city government hasbeen along the same lines as in the past, in a desireto meet the varied needs of our people, to avoidclashing with them, and to unite all elements of thecommunity in a harmonious support of the munici-
