MAYOR'S ANNUAL REPORT. 813whole or in part by steam, or on which any steamengine or steam boiler is, or is used, and which burnswood to generate steam, immediately upon the arrivalof such vessel, boat, tug or craft within the port ofSavannah to cover all funnels and smokestacks securely-with a first-class spark arrester or arresters,and it shall be the duty of every owner, agent, masteror captain of any vessel, boat, tug or craft, propelledin whole or in part by steam, or on which anysteam engine or steam boiler is, or is used, and whichgenerates steam by means of coal, immediately uponthe arrival of such vessel, boat, tug or craft at anywharf, dock or pier within the port of Savannah toclose the damper or dampers and to cease operatingthe engine or engines, except while making fast to orleaving said wharf, dock or pier, or to coyer all funnelsand smokestacks with a first-class spark arresteror arresters.Sec. 3. Be it further ordained, That hereafter itshall be the duty of every owner, agent, master orcaptain of any vessel, boat or craft loading or unloadingcargo at any wharf, dock or pier within theport of Savannah, where cotton is stored, to cover allfunnels and smokestacks securely with a first-classspark arrester or arresters, and it shall be the duty ofevery owner, agent, master or captain of any steamdredge, operating within the port of Savannah, tocoverall funnels and smokestacks securely with afirstclassspark arrester or arresters.Sec. 4.
