The present buildingmay have reflected credit on the Savannah ofa half century ago. It certainly does not reflectcredit on the Savannah of to-day. So insufficient areits accommodations that not a single committee ofCouncil has a room in which to meet; three or fourofficers, whose departments have no connection, arecrowded in one room, and in other ways the Exchangeis unsuitable for the needs of the existingmunicipal government.A Pree Public Library*There are other matters not directly connectedwith the city government but which affect the interestsof our citizens to which I would call your attentionas worthy of immediate consideration by youas the official voice of the people.During the past year the Mayor has been in correspondencewith Mr. Andrew Carnegie, whose workfor the improvement of the masses by the establishmentof free public libraries needs no commendationat my hands, and there is reason to believe thathe regards Savannah with favor and is inclined toassist materially in the establishment of such aninstitution here by a liberal endowment. We cannotafford to allow such an opportunity to pass. Itis not a question as to what a few citizens may sayor desire; it is a question solely as to what the bestinterests of the vast majority of our citizens call for.
