The landshould be bought and then placed under the Parkand Tree Commission, with an annual appropriationfor each of five years to prepare it for public use, itsplans to be subject to the approval of Council. Atthe expiration of this time the cemetery could beopened to the public. The sale of lots thereafterwould largely reimburse the city for its expendituresand the public needs would be met in a manner satisfactoryto our people. The use of the present cemeteryshould be gradually restricted, and it might beproper for Council to set a date some years henceat which time interments therein should cease.A New Public Building.The consideration of a new public building cannotlong be deferred. Much as we may be attached tothe present City Exchange by reason of its historicassociations, it cannot but be recognized by all thatit is unsuitable and inadequate for the purposes of arapidly growing city. It has been outgrown by thecitjf's development and compares unfavorably withthe municipal halls of many cities far inferior toSavannah in population, wealth and business importance.The Exchange is devoid of conveniences,the accommodations for official purposes are meagre,and it appears an impossibility by repairs and worksof renovation and improvement to make it otherwise.While nothing can be done this year beyondpainting the exterior of the old structui-e and endeavoringin other ways to give it a more presentableappearance, Council could take up the subject of a
