. MAYOR'S ANNUAL REPORT. 179your Health Officer in a photograph taken ofthem, but nothing as yet has been done to compelthe removal of them; that the Terminal Companydid not intend at first to obstruct the waters of thecanal is in evidence in the files of. the office of theCity Engineer, which shows a span across this canal, and your Health Officer has failed to find where CityCouncil has ever given this company permission tochange its plan of crossing the canal. It is a remarkablefact that this canal should be built to drain thelowlands and the city authorities allow obstructionsto be placed in it which may cause the canal to overflowits banks, and place the Springfield plantation inthe same condition it was in just prior to the yellowfever epidemic of 1876. Under ordinary conditionsthese obstructions would do no harm, but shouldthere be heavy freshet in the river and with a springtide and a northeast wind, accompanied by heavyprecipitations, the Springfield plantation would beflooded.Maritime Quarantine. The services rendered by the United States governmentat the Savannah Quarantine Station has beenall that the commercial and sanitary interests couldask for. S.He immediately detailed an officer, who was placedon a tug, to examine all passengers and to vaccine allpersons coming from the infected islands. Withinforty-eight hours after this inspection service was inauguratedsmall-pox was discovered on board a boatcoming to this city, and after the existence of the inspectionbecame known, the islands, which had beena small-pox feeder to this city, gave us no morecases. In this connection with the subject of MaritimeQuarantine it would be well to state that from authenticsources we learn that the Maritime QuarantineService in Cuba will probably be transferred tothe Cuban hands.Since January 17, 1899, when President McKinleyplaced this important branch of the government servicein the hands of the United States Marine HospitalService, the entire quarantine service of southernports have been aided commercially and from asanitary standpoint by the organization at Cubanports of a system of maritime sanitation, officered bycompetent, practical medical men, and expensive, modern and efficient disinfecting plants were erectedand a new era in quarantine was established on theislands, which, for years, had furnished the SouthernStates 95 per cent, of its yellow fever epidemics.Inspection of vessels, cargo, and disinfection of vessels, have encouraged passenger traffic and have madetrade possible with safety. Disinfection at porfcs ofdeparture in Cuba has reduced the time of detention
