It is a remarkablefact that this canal should be built to drain thelowlands and the city authorities allow obstructionsto be placed in it which may cause the canal to overflowits banks, and place the Springfield plantation inthe same condition it was in just prior to the yellowfever epidemic of 1876. Under ordinary conditionsthese obstructions would do no harm, but shouldthere be heavy freshet in the river and with a springtide and a northeast wind, accompanied by heavyprecipitations, the Springfield plantation would beflooded.Maritime Quarantine.The services rendered by the United States governmentat the Savannah Quarantine Station has beenall that the commercial and sanitary interests couldask for. The officer in charge of the station keeps intouch with the city authorities, and if there has beenany friction with either the commercial or sanitaryworld nothing has been made public.Last spring, after endeavoring to get the StateBoard of Health of South Carolina interested in thesmall-pox epidemic prevailing on St. Helena, HiltonHead and other islands on the South Carolina coast,and meeting with no success, this city applied for re-
