There is an apparent needof grading on some of these thoroughfares, whichbear a rough appearance. The more humble neighborhoodsof the city are entitled to the same considerationthat is bestowed upon those where persons inaffluent circumstances reside, and to the extent ofthe city's ability they should be kept up to a higherstandard. While it may not be possible, or advisable,owing to the expense, to pave their thoroughfares,they should be kept graded and clean and every encouragementgiven to residents thereon to feel a pridein their appearance and assist the city in their care.If the opportunity ever offers some land should beacquired in the sections referred to, which are thicklypopulated, for park or playground purposes.Street Paving in I9O2.During the year 1902 it is hoped that our recordfor public improvements will equal that of 1801.For years to come street paving must occupy theattention of the municipal government. A progressivecity must have its streets paved. The time haspassed in the history of Savannah, or of any othercity which is ambitious of continued development,
