The Street and Lane Committeehas done excellent work with the amount available;the Water Committee has continued theremarkably good record of that department; thespecial House Drainage Committee maintained itsformer careful supervision of the sewerage system,and in fact, each of the committees, as well as thePark and Tree Commission, has exerted itself tosecure the best results, from the appropriation entrustedto it. The Sanitary Commissioners have alsogiven to their duties zealous attention. Concord hasexisted throughout the year in the workings of thevarious committees of Council; there has been a continuedco-operation for the city's welfare, and theresults of the operations for the twelve months aresuch as to entitle the aldermen, individually and asa board, to the thanks of their fellow citizens for thetime and thought they have given to public businesswithout compensation save that which comes from aknowledge of duty faithfully performed. With eachyear the amount of work falling upon Council increases.Only those who have undertaken theresponsibilities of the position can appreciate themultitudinous matters coming up for considerationand the time and attention that must be given tothem if the interests of the municipality, which meansthe interests of every man, woman and child in Savannah,are to be best served. At times a spirit ofcarping criticism asserts itself on the part of someill-advised or spleenishly inclined persons, but I believethat the community as a whole is not unappreciativeof the efforts of its unpaid servants to serve it
