Code 21 SEAPORT, Contract #: <strong>N00178</strong>-<strong>04</strong>-D-<strong>4023</strong> <strong>FD01</strong><strong>Technical</strong> <strong>Instruction</strong> #: <strong>024</strong>TITLE: Uniform National Discharge Standards (UNDS) Vessel Topside Management Plan(VTMP) Development Tool SupportPURPOSE: The Uniform National Discharge Standards (UNDS) Implementation Programensures that the Fleet can successfully comply with UNDS discharge standard requirements. Akey aspect is to provide tools for use by Fleet personnel.To support the UNDS Implementation Program, the contractor will create a tool that can be usedby the Fleet to prepare single vessel and vessel group topside management plans. All vesselsgenerate deck runoff. Multiple topside processes contribute constituents to deck runoff. Thefoundation of the Vessel Topside Management Plan (VTMP) development tool will be anelectronic database documenting deck runoff categories, processes, subprocesses, and mitigatingactivities created by the UNDS Implementation Program in FY07.INSTRUCTIONS/GUIDELINES: In order to support Section 2, Task 2, of the Statement ofWork, the contractor shall incorporate the following <strong>Instruction</strong>s/Guidelines:<strong>Instruction</strong> 1: VTMP Development Tool (Compact Disk Package) Support – Create aVTMP development tool on a compact disk using the existing database that is available as aMicrosoft (MS) Access file. Identify and correct deficiencies. Produce a tool that will includevessel data (deck runoff categories, processes, subprocesses, and mitigating activities) previouslyidentified by the Government. The database interface will include, but is not limited to, screenswith prompts, buttons, pull-down menus, pre-populated options, and other common features toeasily guide users to select the required data to build the components of their VTMP. Theinterface will be flexible enough to allow a user to add other effective mitigating activities.The tool output will be a VTMP in hard copy or electronic copy that describes thecategories of topside processes and subprocesses that contribute constituents to a vessel’s deckrunoff and the mitigating activities that will prevent the resulting deck runoff, and specifiesprocedures to document compliance with these mitigating activities. Update the existing userguide in Microsoft Word for the tool and provide a demonstration script to be used by theGovernment to present the tool to shipboard evaluators.Provide four versions (alpha, beta, final draft, and final) of the compact disk toolpackage, including a revised user guide and demonstration script, to the Government to evaluateand review.The Government will evaluate each version of the compact disk tool for:1. Content – organized and presented to be consistent with the data provided bythe Government.2. User interface – guides a shipboard evaluator to easily build a VTMP.3. Delivery system – compatible with shore-based Navy Marine Corps Intranet(NMCI) computers equipped with Microsoft Access software, Service Pack 2.Rev 0 6 February 2008


4. User guide – provides information for a shipboard evaluator to easily use thetool.5. Demonstration Script – contains content and format to enable a NAVSEA orFleet representative to clearly present the tool to shipboard evaluators.Include in the final draft version of the compact disk VTMP development tool the mitigatingactivities section of the database enhanced with best management practices collected by theGovernment from ship and Shoreside guidance documents throughout the Fleet and provided tothe contractor.<strong>Instruction</strong> 2: VTMP Development Tool (Website Tool Package) Support – Based onprevious feedback provided by the Government on the compact disk package, transition thecompact disk VTMP development tool and User’s guide to the Web using the ShipEnvironmental Information Clearinghouse (SEIC) website. Migrate the existing MS Accessdatabase to the SQL database used by the SEIC website. The website tool package will also beenhanced with the following capabilities, but not limited to, tracking users, retaining copies ofVTMPs, and monitoring compliance with the VTMP development requirements.Provide four versions (alpha, beta, final draft, and final) of the website tool package,including a revised user guide and demonstration script, to the Government to evaluate andreview.The Government will evaluate each version of the website tool package for:1. Content – organized and presented to be consistent with the data provided bythe Government.2. User interface – guides a shipboard evaluator to easily build a VTMP.3. Delivery system – compatible with shore-based Navy Marine Corps Intranet(NMCI) computers equipped with Microsoft Explorer software, ServicePack 2.4. User guide – provides information for a shipboard evaluator to easily use thetool.5. Demonstration Script – contains content and format to enable a NAVSEA orFleet representative to clearly present the tool to shipboard evaluators.6. Monitoring capability – tracks users who have developed and updated VTMPsand provides summaries for monitoring authorities at NAVSEA and the Fleet.GOVERNMENT FURNISHED INFORMATION (GFI): The contractor will be furnishedwith all pertinent documentation within five (5) working days of funding provided. The Government will not assign tasks or prepare work schedules but will allow thecontractor to meet delivery schedules established in the contract/order. The Government will notexercise control or direct day to day contractor performance.TECHNICAL INSTRUCTION: <strong>Technical</strong> <strong>Instruction</strong>s (TIs) means written guidance or specific taskdirections to the contractor within the scope of the task order statement of work. TIs include: (1)directions to the contractor that suggest pursuit of certain lines of inquiry, shift work emphasis, fill-indetails or otherwise serve to accomplish the statement of work; and (2) guidelines to the contractor thatassist in the interpretation of drawings, specifications, or technical portions of work description. TIsmay not be used to (1) assign additional work; (2) direct a change as defined in the “Changes” clause ofthe base contract; (3) increase or decrease the contract and/ or task order price or estimated contractand/or task order amount (including fee), as applicable, the level of effort, or the time required for taskorder performance; or (4) change any of the terms, conditions or specifications of the task order.Rev 0 6 February 2008
