Cilji kakovosti kraj<strong>in</strong>eso posledično pove<strong>za</strong>ni s cilji razvoja mest <strong>in</strong> cilji<strong>za</strong>pletenega sistema predpisov, ki omogočavečje <strong>za</strong>vedanje pri upravljanju <strong>prostor</strong>skihsprememb.Na drugi ravni najdemo primer Spoleta, ki je ševedno v najzgodnejši fazi. Tukaj je nedavnosprejet obč<strong>in</strong>ski načrt postal predmet preskušanja<strong>za</strong> preverjanje tistih elementov, ki soskladni z metodologijami Evropske konvencije o<strong>kraj<strong>in</strong>i</strong>, ki jo je sprejela regija Umbrija v časusprem<strong>in</strong>janja svojega kraj<strong>in</strong>skega načrta.Trenutno je to eksperiment, ki vključuje obč<strong>in</strong>o,prov<strong>in</strong>co <strong>in</strong> regijo. It must then further develop the conservationof landscapes that are already legally subjectedto restrictions from the M<strong>in</strong>istry of CulturalHeritage and Activities, <strong>in</strong> order to ensurethat the restrictions and guidel<strong>in</strong>es are more effective.At the prov<strong>in</strong>cial level it is necessary to identifythose landscapes that make reference to vastercontexts (or landscape units) for which it is possibleto def<strong>in</strong>e, with greater detail the values, theProv<strong>in</strong>cial Quality Objectives and the relativeregulations to which the Municipalities mustadhere dur<strong>in</strong>g the phase of updat<strong>in</strong>g their MasterPlans. The prov<strong>in</strong>ces will also be responsiblefor the process of management that must guaranteethe coherence of the acts of sector-specificplann<strong>in</strong>g and programm<strong>in</strong>g, with respect tothe Quality Objectives and the other legislativemeasures of the plan. F<strong>in</strong>ally, they will be able toorganise their own landscape projects <strong>in</strong> an autonomousmanner, or together with the Regionaland Municipal Governments.The actors at the municipal level are called uponto identify those local landscapes that articulatethe contexts of vaster prov<strong>in</strong>cial areas, recognis<strong>in</strong>gvalues and def<strong>in</strong><strong>in</strong>g, as a result, the LocalQuality Objectives. This is the level of harmonis<strong>in</strong>gthe Landscape Quality Objectives and thoseof urbanism related to the same local landscape.This leads to the creation of the regulations thatdiscipl<strong>in</strong>e s<strong>in</strong>gle territories, coherent with the<strong>in</strong>terpretation of the landscape, though also attentiveto the forecasts for development <strong>in</strong>cluded<strong>in</strong> the Municipal Master Plan that, at thepractical level, must co<strong>in</strong>cide with this local articulationof the landscape plan. Once aga<strong>in</strong> it isthe Municipality that must give the operativepush to the various landscape projects, pilot<strong>in</strong>gtheir implementation, <strong>in</strong> harmony with the Regionaland Prov<strong>in</strong>cial Governments.Inspired by these pr<strong>in</strong>ciples and <strong>in</strong> particular bythe potential connection of urbanism and landscape,a multiplicity of <strong>in</strong>novative test projectsare be<strong>in</strong>g developed, above all <strong>in</strong> Tuscany,Umbria and Emilia Romagna, regions that havewell understood the importance of the land-
