Cilji kakovosti krajineso posledično povezani s cilji razvoja mest in ciljizapletenega sistema predpisov, ki omogočavečje zavedanje pri upravljanju prostorskihsprememb.Na drugi ravni najdemo primer Spoleta, ki je ševedno v najzgodnejši fazi. Tukaj je nedavnosprejet občinski načrt postal predmet preskušanjaza preverjanje tistih elementov, ki soskladni z metodologijami Evropske konvencije okrajini, ki jo je sprejela regija Umbrija v časuspreminjanja svojega krajinskega načrta.Trenutno je to eksperiment, ki vključuje občino,provinco in regijo. It must then further develop the conservationof landscapes that are already legally subjectedto restrictions from the Ministry of CulturalHeritage and Activities, in order to ensurethat the restrictions and guidelines are more effective.At the provincial level it is necessary to identifythose landscapes that make reference to vastercontexts (or landscape units) for which it is possibleto define, with greater detail the values, theProvincial Quality Objectives and the relativeregulations to which the Municipalities mustadhere during the phase of updating their MasterPlans. The provinces will also be responsiblefor the process of management that must guaranteethe coherence of the acts of sector-specificplanning and programming, with respect tothe Quality Objectives and the other legislativemeasures of the plan. Finally, they will be able toorganise their own landscape projects in an autonomousmanner, or together with the Regionaland Municipal Governments.The actors at the municipal level are called uponto identify those local landscapes that articulatethe contexts of vaster provincial areas, recognisingvalues and defining, as a result, the LocalQuality Objectives. This is the level of harmonisingthe Landscape Quality Objectives and thoseof urbanism related to the same local landscape.This leads to the creation of the regulations thatdiscipline single territories, coherent with theinterpretation of the landscape, though also attentiveto the forecasts for development includedin the Municipal Master Plan that, at thepractical level, must coincide with this local articulationof the landscape plan. Once again it isthe Municipality that must give the operativepush to the various landscape projects, pilotingtheir implementation, in harmony with the Regionaland Provincial Governments.Inspired by these principles and in particular bythe potential connection of urbanism and landscape,a multiplicity of innovative test projectsare being developed, above all in Tuscany,Umbria and Emilia Romagna, regions that havewell understood the importance of the land-
