dejavnosti, da bi <strong>za</strong>gotovili večjo uč<strong>in</strong>kovitostomejitev <strong>in</strong> smernic.Na prov<strong>in</strong>cialni ravni je treba opredeliti tistekraj<strong>in</strong>e, ki spadajo v širši kontekst (ali kraj<strong>in</strong>skeenote) pri katerih lahko bolj podrobnoopredelimo vrednote, prov<strong>in</strong>cialne ciljekakovosti <strong>in</strong> ustrezne predpise, ki jih obč<strong>in</strong>emorajo upoštevati med posodobitvijo njihovihobč<strong>in</strong>skih načrtov. Prov<strong>in</strong>ce bodo prav takoodgovorne <strong>za</strong> postopek upravljanja, ki morajamčiti skladnost dejavnosti načrtovanja <strong>in</strong>programiranja, ki so specifične <strong>za</strong> posamezensektor, ob upoštevanju ciljev kakovosti <strong>in</strong> drugih<strong>za</strong>konodajnih ukrepov načrta. Tako bodo lahkoorganizirali lastne kraj<strong>in</strong>ske projekte naavtonomen nač<strong>in</strong> ali skupaj z regionalnimi <strong>in</strong>obč<strong>in</strong>skimi vladami.Naloga akterjev na obč<strong>in</strong>ski ravni je opredelititiste lokalne kraj<strong>in</strong>e, ki ustre<strong>za</strong>jo kontekstu širšihprov<strong>in</strong>cialnih območij, ob priznavanju vrednot <strong>in</strong>posledično opredeljevanju lokalnih ciljevkakovosti. To je raven usklajevanja ciljevkakovosti kraj<strong>in</strong>e <strong>in</strong> tistih, ki se nanašajo na istolokalno kraj<strong>in</strong>o. To vodi v ustvarjanje predpisov,ki urejajo posamezna ozemlja, skladno z<strong>in</strong>terpretacijo kraj<strong>in</strong>e, vendar se ob tem pravtako upoštevajo napovedi razvoja, ki so delobč<strong>in</strong>skega načrta, ki praktično mora sovpadatis to lokalno <strong>za</strong>snovo kraj<strong>in</strong>skega načrta. Spet jeobč<strong>in</strong>a tista, ki mora poskrbeti <strong>za</strong> operativni<strong>za</strong>gon različnih kraj<strong>in</strong>skih projektov, vodit<strong>in</strong>jihovo izvajanje v skladu z regionalnimi <strong>in</strong>prov<strong>in</strong>cialnimi vladami.Ta načela <strong>in</strong> še posebej potencialna pove<strong>za</strong>vaurbanizma <strong>in</strong> kraj<strong>in</strong>e je navdih <strong>za</strong> razvoj številnih<strong>in</strong>ovativnih preskusnih projektov, predvsem vToskani, Umbriji <strong>in</strong> Emiliji Romanji, regijah, ki sodobro razumele pomen kraj<strong>in</strong>e pri utrjevanjunjihove lastne identitete <strong>in</strong> <strong>za</strong> večjo konkurenčnostnjihovega gospodarstva.Kot nekaj pomembnih primerov te nove vizijeodnosa med urbanizmom <strong>in</strong> kraj<strong>in</strong>o lahkoomenimo primere San M<strong>in</strong>iata <strong>in</strong> Scansana vToskani <strong>in</strong> Spoleta v Umbriji.V dveh toskanskih mestih je pripravaobč<strong>in</strong>skega načrta vključevala poskus preskusahipoteze, da se vseb<strong>in</strong>a <strong>in</strong> oblika načrta mestalahko spremeni tako, da <strong>za</strong>čnemo priznavatiosrednjo vrednost kraj<strong>in</strong>skih vrednot. This will result <strong>in</strong>a process of construct<strong>in</strong>g the plan that will leadto the shar<strong>in</strong>g of responsibility amongst the various<strong>in</strong>stitutional actors, <strong>in</strong> particular the Regional,Prov<strong>in</strong>cial and Municipal Governmentsand the Super<strong>in</strong>tendents.However, this is not all, because, as we know,the landscape is composed, more than of <strong>in</strong>stitutions,of the multitude of subjects that <strong>in</strong>habitit, that use it, that produce it and that design it<strong>in</strong> their everyday lives. However, it rema<strong>in</strong>s the<strong>in</strong>dispensable premise because the importanceof protection and well-tempered modificationmust be assigned as the card<strong>in</strong>al po<strong>in</strong>t of actionsthat, under various titles, <strong>in</strong>fluence thechanges of the landscape. This would already bean excellent result with respect to current practicesthat are of another type altogether.As part of this perspective, it is possible to assumea form of the landscape plan that is derivedfrom <strong>in</strong>ter-<strong>in</strong>stitutional partnership and thatarticulates its <strong>in</strong>vestigative, regulatory and designfunctions <strong>in</strong> reference to the various levelsof territorial governance and their correspond<strong>in</strong>g<strong>in</strong>struments: The Regional Spatial Plan, The Prov<strong>in</strong>cialSpatial Plan and The Municipal MasterPlan.The required level of shar<strong>in</strong>g varies depend<strong>in</strong>gupon the various planned functions. It is at itshighest dur<strong>in</strong>g the <strong>in</strong>vestigate phase, useful forregulation and necessary for design, which mustbe assisted with <strong>in</strong>centives and other economicf<strong>in</strong>ancialresources.This scheme is be<strong>in</strong>g adopted, for example, bythe Region of Umbria <strong>in</strong> the structur<strong>in</strong>g of itsnew Landscape Plan that is to be modelled onthe contents of the European Landscape Conventionand the Codice Urbani <strong>in</strong> effect <strong>in</strong> Italy.The perspectives appear to be promis<strong>in</strong>g andalso offer suggestions of notable <strong>in</strong>terest for the<strong>in</strong>novation of the <strong>in</strong>struments used.Thus at the regional level, <strong>in</strong> particular, it is necessaryto identify the landscapes of regionalvalue, consequently attribut<strong>in</strong>g values, forecast<strong>in</strong>grisks, def<strong>in</strong><strong>in</strong>g the Regional Quality Objec-85Delavnica 1 / Workshop 1
