Pogoj, ki ga ne moremo izključiti iz te noveorgani<strong>za</strong>cije, je izdelava skupne kraj<strong>in</strong>skelist<strong>in</strong>e, ki združuje opredelitev kakovosti kraj<strong>in</strong> <strong>in</strong>pripisovanje vrednot, vključuje pa vsajregionalne, prov<strong>in</strong>cialne <strong>in</strong> obč<strong>in</strong>ske vlade ternadzornike.Vendar to delo vsekakor ni preprosto <strong>in</strong><strong>za</strong>stavljajo se <strong>za</strong>htevna vprašanja metodološke<strong>in</strong> politično-upravne narave.3. Posodobitev dokumentov <strong>za</strong> ohranitevIzboljšanje dokumentov <strong>za</strong> načrtovanje kraj<strong>in</strong>elahko izhaja iz ugotovitve, da je kraj<strong>in</strong>asestavljena iz ravni, od tistih na regionalni ravnido lokalnih dežel. Te ravni ustre<strong>za</strong>jo različnim<strong>in</strong>stitucionalnim oblikam <strong>in</strong> posebnim elementom<strong>prostor</strong>skega upravljanja.Domnevamo lahko, da – ker se v <strong>kraj<strong>in</strong>i</strong>prepletajo različne ravni/plasti – mora bitisistem načrtovanja <strong>in</strong> upravljanja izrazneodvisnosti med različnimi stopnjamiupravljanja ob uporabi modela upravljanja, kipriznava, da kar je primerno <strong>za</strong> različne stopnje,posledično pr<strong>in</strong>aša odgovornosti, vendar nakoncu omogoča dodelitev končne odgovornostikot jamstva <strong>za</strong> določen rezultat ohranitve.Model upravljanja ni predlagan kot pristop odzgoraj navzdol, kot teleskop, kjer vsaka stopnjanalaga svoje lastne vrednote <strong>in</strong> odločitve spodnjistopnji.Nena<strong>za</strong>dnje, med postopkom preiskav <strong>in</strong>pripisovanjem vrednot moramo uporabitistrateški pristop, <strong>za</strong> katerega je značilnomedsebojno pridobivanje znanj <strong>in</strong> <strong>in</strong>teraktivnoststališč, ki jih predstavijo različni <strong>in</strong>stitucionalniakterji. Rezultat tega je proces izdelave načrta,ki bo spodbujal delitev odgovornosti medrazličnimi <strong>in</strong>stitucionalnimi akterji, posebejregionalnimi, prov<strong>in</strong>cialnimi <strong>in</strong> obč<strong>in</strong>skimivladami <strong>in</strong> nadzorniki.Vendar to še ni vse, ker, kot vemo, kraj<strong>in</strong>a nisestavljena samo iz ustanov, pač pa iz mnogihposameznikov, ki tam živijo, ki jo uporabljajo, joustvarjajo <strong>in</strong> načrtujejo v vsakdanjem življenju.Vendar gre <strong>za</strong> nujno premiso, ker morajo varstvo<strong>in</strong> dobro načrtovane spremembe predstavljat<strong>in</strong>ajpomembnejša dejanja, ki pod različnim<strong>in</strong>azivi vplivajo na spremembe kraj<strong>in</strong>e. To biresnično bil odličen dosežek glede na trenutneprakse, ki so popolnoma drugačne vrste.There rema<strong>in</strong>s, however, difficulties tied to awager that wishes to <strong>in</strong>crease the importance ofthe landscape and modify, as a result, the systemsof spatial plann<strong>in</strong>g and management.More <strong>in</strong> particular, we are deal<strong>in</strong>g with the necessityof conceiv<strong>in</strong>g of a new means of relationshipbetween the Regions, the Prov<strong>in</strong>ces, theMunicipalities and the State Super<strong>in</strong>tendencies<strong>in</strong> the construction of the Landscape Plan or,more precisely, the transparent connection ofthe models of governance adopted and the architectureof the process of build<strong>in</strong>g the Plan.It is important the we recall the experience of theMarche Region that features one of the bestlandscape plans produced dur<strong>in</strong>g the 1990’s,and which is still <strong>in</strong> effect. The Plan <strong>in</strong>cludes aset of guidel<strong>in</strong>es for the conservation of historical-cultural,botanical-vegetational and geomorphologicalvalues that are recognised at the regionallevel. The Plan also refers to the Municipalitiesand their local awareness when deal<strong>in</strong>gwith the suggestions of modifications to theseguidel<strong>in</strong>es dur<strong>in</strong>g the phase of updat<strong>in</strong>g theirMaster Plans to meet the Regional LandscapePlan.An <strong>in</strong>terest<strong>in</strong>g research <strong>in</strong>to the behaviour of theMunicipal Governments, some ten years later,has led to the identification of three typologiesof reference.A passive attitude of pure a-critical acceptanceof the restrictions <strong>in</strong>troduced by the RegionalGovernment; an attitude of negotiation, aimedat liberat<strong>in</strong>g the areas of greatest <strong>in</strong>terest for thedevelopment of settlement, transferr<strong>in</strong>g the restrictionsto other, less desirable areas; and f<strong>in</strong>allyan attitude of dialogue that enters <strong>in</strong>to themerit of the choices made by the Regional Government,add<strong>in</strong>g a more detailed awareness andunderstand<strong>in</strong>g of values from the perspective oflocal society.In light of this experience it is now possible todesign a new model of governance that consents<strong>in</strong>teraction between the various subjectsand fixes, <strong>in</strong> any case, some basic choices thatoffer guarantees with respect to the primary requirementsof conservation.One condition that cannot be excluded as partof this new organisation is the construction of ashared landscape charter that unites the iden-83Delavnica 1 / Workshop 1
