namerava na novo ukrojiti kulturne percepcije <strong>in</strong>vlogo upravnih struktur države, ki so <strong>za</strong>nje bilezgodov<strong>in</strong>sko odgovorne.Po drugi strani pridobljene izkušnje kažejo, da zuporabo tradicionalnih <strong>in</strong>strumentov načrtovanjakraj<strong>in</strong> Italija ne more primerno voditi svojihčudovitih kraj<strong>in</strong>, niti ne more uč<strong>in</strong>kovito slediticiljem kakovosti. Največ, kar lahko stori, je, danaloži veliko omejitev, ki pa so redko uč<strong>in</strong>kovitepri obravnavanju močnih pritiskov <strong>za</strong>spremembe v današnji <strong>kraj<strong>in</strong>i</strong>. Zdi se, da dosedaj še ni našla prepričljivih rešitev, ki so delpozitivnega približevanja krajevne politike <strong>in</strong>ozemeljske politike, uravnoteženega približevanja,ki ne žrtvuje elementov ohranitve niti razvoja.Italija ne zmore upravljati kraj<strong>in</strong>e <strong>za</strong>radiobjektivnih težav soočanja z ekonomskimi <strong>in</strong>socialnimi procesi, ki prevevajo občutljivekraj<strong>in</strong>e, ki smo jih podedovali. Prav tako nezmore spodbuditi sodelovanja med pristojnimidržavnimi organizmi, odgovornimi <strong>za</strong> ohranitevkulturne dedišč<strong>in</strong>e <strong>in</strong> kraj<strong>in</strong>e, ter regionalnimi <strong>in</strong>obč<strong>in</strong>skimi vladami, ki so po <strong>za</strong>konupooblaščene <strong>za</strong> načrtovanje <strong>in</strong> upravljanje kraj<strong>in</strong>.Končno, obstaja problem, ker Italija ne zmoreuč<strong>in</strong>kovito združiti politike ohranjanja s politikovrednotenja svoje dedišč<strong>in</strong>e, saj veljavna<strong>za</strong>konodaja jasno ločuje ohranjanje odvrednotenja s tem, da prvo daje pod okriljedržave, medtem ko se <strong>za</strong> drugo borita država <strong>in</strong>regionalne vlade.V takšnih razmerah uspeh politike varovanja <strong>in</strong>upravljanja kraj<strong>in</strong>e ni odvisen le od zbližanjapolitike načrtovanja kraj<strong>in</strong>e <strong>in</strong> lokalnih načrtov.Na splošno se nanaša na potrebo po sprejemunovega modela večnivojskega upravljanja, kivključuje veliko <strong>in</strong>stitucij, od Evropske unije donacionalne državne vlade ter regionalnih,prov<strong>in</strong>cialnih <strong>in</strong> obč<strong>in</strong>skih vlad.Izolacija ohranjanja kraj<strong>in</strong>e od medsebojneodvisnosti med različnimi <strong>in</strong>stitucijami nizmagovalna pote<strong>za</strong>, kot smo videli pri politikipreprostega omejevanja, ki se neizbežno nanašale na omejene dele kraj<strong>in</strong>e. Soočanje s temizzivom pa je prav tako zelo tvegano, predvsemče vrednosti kraj<strong>in</strong>e različni <strong>in</strong>stitucionalnisubjekti ne znajo dovolj ceniti.Pomemben vpliv prihaja s strani noveekonomije, ki omogoča posamezno obravnavo<strong>in</strong> kakovostne okolišč<strong>in</strong>e <strong>in</strong> tako v <strong>kraj<strong>in</strong>i</strong> odkrivathat is <strong>in</strong>tentionally removed from the realm ofdemocratic discussion, precisely with the aim ofguarantee<strong>in</strong>g its correct conservation, aboveand beyond any of the other values at stake. Furthermore,the power of the Super<strong>in</strong>tendents, asdiscretional as it is autocratic, <strong>in</strong> <strong>in</strong>terpret<strong>in</strong>gaesthetic-cultural values represents the coherentexpression of this vision of conservation thatis centred on a specific method of State government.Currently the situation is chang<strong>in</strong>g profoundlywith respect to the period when, some fifty yearsago, governance was seen as be<strong>in</strong>g separatefrom conservation. The grow<strong>in</strong>g articulation ofpowers that accompanies the transformation ofour society and our <strong>in</strong>stitutional system placesthe unitary model of the State <strong>in</strong> crisis and requiresa reconsideration of <strong>in</strong>stitutional structures<strong>in</strong> favour of a new, more balanced modelof local and centralised powers.The landscape becomes the element at stake <strong>in</strong>a complex <strong>in</strong>terweav<strong>in</strong>g of powers and responsibilitiesbetween the State, the Regions and localEntities. Follow<strong>in</strong>g the <strong>in</strong>volvement of theRegional, Prov<strong>in</strong>cial and Municipal Governments,th<strong>in</strong>gs have changed. The value of thelandscape and that of local development areerupt<strong>in</strong>g on the scene <strong>in</strong> a very positive manner.We are f<strong>in</strong>ally faced with the concrete possibilityof jo<strong>in</strong><strong>in</strong>g landscape, territory and economy.However, the equilibrium between the variousspheres of value rema<strong>in</strong>s very flexible, and weseriously risk sacrific<strong>in</strong>g the landscape throughan approach that tends, <strong>in</strong>evitably, to re-dimensionthe role of cultural perceptions and the adm<strong>in</strong>istrativestructures of the State that werehistorically responsible for them.On the other hand, the experience ga<strong>in</strong>ed todate demonstrates that by us<strong>in</strong>g the traditional<strong>in</strong>struments of the Landscape Plan, Italy cannot<strong>in</strong> fact manage to properly govern its magnificentlandscapes, nor can it effectively pursuequality objectives. At the most it manages toimpose a great deal of restrictions that, what ismore, rarely seem to be effective <strong>in</strong> deal<strong>in</strong>g withthe strong pressures for change <strong>in</strong> the contemporarylandscape. It does not yet appear to havedef<strong>in</strong>ed conv<strong>in</strong>c<strong>in</strong>g solutions that are part of apositive convergence between landscape policiesand territorial policies, a balanced convergencethat does not sacrifice either the <strong>in</strong>stancesof conservation or those of development.81Delavnica 1 / Workshop 1
