13.ZakonodajaObveznosti, ki so jih sprejele države podpisniceEvropske konvencije o <strong>kraj<strong>in</strong>i</strong>, <strong>za</strong>devajo tudivključevanje načrtovanja razvoja <strong>in</strong> varstva terupravljanja kraj<strong>in</strong>e v <strong>za</strong>konodaje <strong>in</strong>adm<strong>in</strong>istrativne sisteme. Zakonodaja mora bititemelj <strong>za</strong> vse ostale dejavnosti pri uresničevanju<strong>in</strong> izvajanju konvencije. Prispevajo naj ksmotrnemu varstvu <strong>in</strong> razvoju kraj<strong>in</strong>e.14.Kraj<strong>in</strong>sko načrtovanje kot del <strong>prostor</strong>skeganačrtovanjaKraj<strong>in</strong>sko načrtovanje mora postati del sistema<strong>prostor</strong>skega načrtovanja. Vključeno mora biti vsistem načrtovanja razvojnih <strong>in</strong>teresov <strong>in</strong>varstvenih <strong>za</strong>htev tako v urbanih območij kot napodeželju. Njegova vloga usklajevalca različnih<strong>in</strong>teresov v družbi je še posebno poudarjena z<strong>za</strong>htevami po vzdržnem razvoju <strong>in</strong> <strong>za</strong>radiprispevka, ki ga ima naravno bolj ohranjen<strong>prostor</strong> pri vzdrževanju naravnih temeljevživljenja na planetu.12. General professional educationCooperation and education of experts from allsectors direct<strong>in</strong>g and <strong>in</strong>fluenc<strong>in</strong>g landscape developmentare of great importance. The need forcomprehensiveness and harmonisation of landscapeactivities must become part of experts’activities. Last but not least, more attentionshould be paid to rais<strong>in</strong>g the awareness of politicianson the subject of landscape protectionand development <strong>in</strong> order to successfully implementthe goals of the European landscape convention..13. LegislationThe obligations adopted by the states signatoriesof the European landscape convention alsorefer to the <strong>in</strong>clusion of development and protection,landscape plann<strong>in</strong>g and management <strong>in</strong>the legislation and the adm<strong>in</strong>istrative systems.Legislation should provide the basis for all otheractivities <strong>in</strong> the realisation and implementationof the convention. They are to contribute to reasonablelandscape protection and development.Splošni <strong>za</strong>ključki / General conclusions32715.ParticipacijaKraj<strong>in</strong>sko načrtovanje mora prispevati k soglasjuo najboljših smereh razvoja kraj<strong>in</strong>e, ob tem paomogočiti take oblike odločanja, pri katerih nademokratičen nač<strong>in</strong> sodelujejo vsi ljudje, ki jihnačrtovanje <strong>za</strong>deva. Ti so bili že v preteklosti <strong>in</strong>so še danes najpomembnejši člen v verigidejavnikov urejanja kraj<strong>in</strong>e. Kraj<strong>in</strong>skonačrtovanje se mora nadgraditi s sodelovanjemlokalnih skupnosti. Lokalne skupnosti je trebapritegniti k načrtovanju. Pritegniti jih je treba tudik odločanju o razvojnih vizijah <strong>in</strong> strategijah, orazvojnih <strong>in</strong> varstvenih načrtih ter o posegih vkraj<strong>in</strong>o.14. Landscape plann<strong>in</strong>g as a part of spatialplann<strong>in</strong>gLandscape plann<strong>in</strong>g must become a part of thespatial plann<strong>in</strong>g system. Moreover, it should be<strong>in</strong>cluded <strong>in</strong> the system of the developmental aswell as conservation plann<strong>in</strong>g both, of urban areasand of the countryside. Its role <strong>in</strong> harmonisationof diverse societal <strong>in</strong>terests is significantlyaccentuated <strong>in</strong> the context of susta<strong>in</strong>able developmentand because of the contribution thatnaturally more preserved areas have <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>gof the natural grounds for the life on theplanet Earth.15. Public participationLandscape plann<strong>in</strong>g must contribute to achiev<strong>in</strong>gthe consensus on the best directions of landscapedevelopment and at the same time enablesuch forms of decision-mak<strong>in</strong>g that providedemocratic ways for the people to take part.Namely, people have represented the most significantl<strong>in</strong>k <strong>in</strong> the cha<strong>in</strong> of landscape developmentfactors already <strong>in</strong> the past and cont<strong>in</strong>ue todo so today. Landscape plann<strong>in</strong>g therefore, mustbe enhanced by the contribution of local communitiesby br<strong>in</strong>g<strong>in</strong>g them <strong>in</strong>to the plann<strong>in</strong>gprocess. They must be <strong>in</strong>tegrated <strong>in</strong>to decisionmak<strong>in</strong>gabout developmental visions and strategies,and about landscape developmental aswell as protection plans.
