284Delavnica 4 / Workshop 4pod kakšnimi pogoji lahko javnost aliposameznik sodelujeta?Postopek odločanjaPonovno, zve<strong>za</strong> »postopek odločanja« je jasna.Toda katere postopke odločanja imamo v mislih<strong>in</strong> kakšni so v okviru kraj<strong>in</strong> Evrope? Da bi lahkorazumeli, kako <strong>za</strong>htevna je ta tema, je trebabesede »zunanje okolje« <strong>za</strong>menjati s »kraj<strong>in</strong>o«.Lahko bi menili, da obseg »zunanjega okolja«lahko zmanjšamo z izpustitvijo urbanih <strong>in</strong><strong>in</strong>dustrializiranih območij, vendar v praksi to ni<strong>za</strong>želeno, saj urbana <strong>in</strong> <strong>in</strong>dustrializirana območjapogosto vsebujejo kraj<strong>in</strong>sko dimenzijo ali so delširše kraj<strong>in</strong>e ali pa ljudje, ki živijo ali delajo vurbanih <strong>in</strong> <strong>in</strong>dustrializiranih območjih cenijokraj<strong>in</strong>o, kjerkoli jo najdejo, <strong>in</strong> se veselijo časa, kiga preživijo v njej <strong>in</strong> tam uživajo.Obstajajo pa tudi drugi dejavniki, ki vplivajo na<strong>za</strong>htevnost teme. Na primer: postopki odločanjase odvijajo v številnih različnih kontekstih, odlokalnih do svetovnih; od osebnih do<strong>in</strong>stitucionalnih <strong>in</strong> javnih; od področja načel <strong>in</strong>teorij do uporabe v praksi.Predmet <strong>in</strong> naslov te razpraveČe upoštevamo vse, kar sem že povedal v tejrazpravi, ter njen naslov, lahko njen predmetopišemo kot narava spretnosti <strong>in</strong> vešč<strong>in</strong>, ki jihljudje potrebujejo <strong>za</strong> sodelovanje v postopkihodločanja, ki se nanašajo na kraj<strong>in</strong>o, <strong>in</strong> kakolahko te vešč<strong>in</strong>e pridobijo.Naslovitev <strong>za</strong>htevnostiNamensko sem vas seznanil z <strong>za</strong>htevnostjo<strong>za</strong>deve. To sem naredil, da bi poskušaliodgovoriti na vprašanje, kako se lahko v praksilotimo problema <strong>za</strong>htevnosti ob upoštevanjučlenov 6A (Dviganje <strong>za</strong>vedanja) <strong>in</strong> 6B(Usposabljanje <strong>in</strong> izobraževanje) Evropskekonvencije o <strong>kraj<strong>in</strong>i</strong>.Potrebne spretnosti <strong>in</strong> vešč<strong>in</strong>eNa tej točki bi rad na kratko omenil vprašanjenarave spretnosti <strong>in</strong> vešč<strong>in</strong>, ki jih ljudjepotrebujejo pri sodelovanju v postopkihodločanja, ki se nanašajo na kraj<strong>in</strong>e. Na splošnojih lahko opišemo kot sposobnosti <strong>in</strong> vešč<strong>in</strong>e, kiso pove<strong>za</strong>ne s:1. Pridobivanjem <strong>in</strong>formacij, izkušenj, znanj <strong>in</strong>razumevanja miselnih, <strong>za</strong>znavnih <strong>in</strong><strong>in</strong>telektualnih vidikov kraj<strong>in</strong>e.ParticipationThe word »participation« is clear enough, butwhat is the nature of the participation? What arethe written or unwritten terms, or rules, and whohas set them? What are the processes? Whenand under what circumstances can the public oran <strong>in</strong>dividual person participate?Decision mak<strong>in</strong>g processesAga<strong>in</strong>, the phrase »decision-mak<strong>in</strong>g process« isclear. But which decision-mak<strong>in</strong>g processes dowe mean, and what are they <strong>in</strong> the context of thelandscapes of Europe? To beg<strong>in</strong> to understandthe complexity of this topic, all one has to do isto substitute the words »outdoor environments«for »landscape«. One might th<strong>in</strong>k that the scopeof »outdoor environments« can be reduced byomitt<strong>in</strong>g urban and <strong>in</strong>dustrialised areas, but <strong>in</strong>practice this is not very satisfactory because urbanand <strong>in</strong>dustrialised areas often conta<strong>in</strong> alandscape dimension, or they are part of a widerlandscape, or the people who live or work <strong>in</strong> theurban and <strong>in</strong>dustrialised areas value landscapes,wherever they are to be found, and look forwardto the times that they can spend <strong>in</strong> them andenjoy them.There are also other layers of complexity. Forexample, decision-mak<strong>in</strong>g processes operate <strong>in</strong>numerous different contexts, from the local tothe global; from the personal to the <strong>in</strong>stitutionaland public; from the field of pr<strong>in</strong>ciples andtheory to that of practical application.The subject matter and tilet of this paperKeep<strong>in</strong>g <strong>in</strong> m<strong>in</strong>d what I have already said <strong>in</strong> thispaper and also its title, its subject matter can bedescribed as be<strong>in</strong>g the nature of the abilitiesand skills that people need to help them participate<strong>in</strong> the decision-mak<strong>in</strong>g processesthat affect the landscape, and how theseskills might be provided.Adress<strong>in</strong>g complexityI have deliberately presented you with an idea ofthe complexity of the subject. I have done this <strong>in</strong>order to raise the question of how, <strong>in</strong> practice,can we address this issue of complexity <strong>in</strong> thecontext of Articles 6A (Awareness Rais<strong>in</strong>g) and6B (Tra<strong>in</strong><strong>in</strong>g and Education) of the EuropeanLandscapes Convention.
