Tra<strong>in</strong><strong>in</strong>g is an important aid toeducation. Both need <strong>in</strong>formation, knowledgeand understand<strong>in</strong>g, but the scope of educationis wider.283JavnostPotem pridemo do besede »javnost«. Kako jorazložimo? Kaj je javnost? Lahko rečemo, da gre<strong>za</strong> skupnost, ki biva na določenem ozemlju aligeografskem območju, naj je to lokalno,regionalno, nacionalno, kont<strong>in</strong>entalno aliglobalno po svoji naravi. Ko pa uporabite besedo‘javnost’, ali vključuje vas <strong>in</strong> ustanove terdruž<strong>in</strong>e, ki jim pripadate, ali se nanaša naskupnosti, h katerim ne pripadate. Seveda jolahko uporabimo na oba nač<strong>in</strong>a, a če jeuporabljena v smislu, ki izključuje vas, vašodruž<strong>in</strong>o <strong>in</strong> ustanove, ki jim pripadate, pride dotežave. Narava te težave je, da je ta nač<strong>in</strong>pojmovanja javnosti simptom razčlovečenjapojma javnosti.Če v<strong>za</strong>memo razčlovečen pojem javnosti <strong>in</strong> gadodamo k pojmu usposabljanja (vendar neizobraževanja), nastanejo velike težave <strong>in</strong> to sotežave, ki se jih moramo <strong>za</strong>vedati v svetu, kjer vnasprotju z osebno svobodo pridobiva vse večjoveljavo kultura korporatizma, pa naj bo to v oblikitrgovskih podjetij, uradnih ustanov ali vlad.Korporatizem običajno spremljajo mehanskisistemi <strong>in</strong> <strong>in</strong>stitucionali<strong>za</strong>cija. To ni del poziva krevoluciji, gre le <strong>za</strong> priznavanje realnosti, mordavečne realnosti. Vprašanje je, kako ustanoviti <strong>in</strong>vzdrževati splošno sprejeto ravnotežje mednadzorom <strong>in</strong> svobodo. Pomen tega <strong>za</strong> kraj<strong>in</strong>o je,da nanjo zelo močno vplivajo ideje <strong>in</strong> postopki,ki določajo človekovo delovanje.UdeležbaBeseda »udeležba« je dovolj jasna, ampakkakšna je narava udeležbe? Kateri so napisani al<strong>in</strong>enapisani pogoji oziroma pravila <strong>in</strong> kdo jih jena<strong>za</strong>dnje postavljal? Kateri so postopki? Kdaj <strong>in</strong>The publicWe then come to the words »the public«. Howdo we <strong>in</strong>terpret this? What is the public? Wemight say that it is the community that <strong>in</strong>habitsa particular territory or geographical area andthis might be local, regional, national, cont<strong>in</strong>entalor global <strong>in</strong> its nature. But when you use theword ‘the public’, does it <strong>in</strong>clude you and the <strong>in</strong>stitutionsand families to which you belong, ordoes it mean the communities to which you donot belong. It can, of course be used <strong>in</strong> bothways, but if used <strong>in</strong> the sense that excludes you,your family and the <strong>in</strong>stitutions to which youbelong, it carries with it a problem. The nature ofthis problem is that this way of see<strong>in</strong>g the publicis a symptom of the de-personalisation or thede-humanis<strong>in</strong>g of the concept of the public.If we take the de-humanised concept of the publicand add it to the concept of tra<strong>in</strong><strong>in</strong>g (but noteducation), we have a big problem and it is aproblem of which we need to be aware <strong>in</strong> aworld <strong>in</strong> which the culture of corporatism, asopposed to <strong>in</strong>dividual freedom, is hav<strong>in</strong>g an <strong>in</strong>creas<strong>in</strong>g<strong>in</strong>fluence, whether it takes the form ofcommercial enterprises, formal <strong>in</strong>stitutions orgovernments. Corporatism is often accompaniedby mechanistic systems and <strong>in</strong>stitutionalisation.This is not part of a manifesto for revolution,but simply a recognition of realities, perhapseternal realities. The question is how do weestablish and susta<strong>in</strong> a generally acceptablebalance between control and freedom. The relevanceof this to landscapes is that landscapesare very strongly <strong>in</strong>fluenced by the ideas and theprocesses by which human action is determ<strong>in</strong>ed.Delavnica 4 / Workshop 4
