Pozdravni nagovori/ Welcom<strong>in</strong>g Speaches16stavbarstvo ter se izraža kot regionalna kraj<strong>in</strong>skaidentiteta.Žal sodobni posegi vse bolj vplivajo na to, dakraj<strong>in</strong>ska identiteta ni več odraz specifičnihregionalnih značilnosti. Vedno več je posegov, ki<strong>za</strong>htevajo velikopotezne <strong>prostor</strong>ske ureditve npr.avtocestni križ, posodabljanja zemljišč <strong>za</strong>kmetijstvo, ureditve športnih objektov <strong>in</strong> napravv <strong>kraj<strong>in</strong>i</strong>, povsod gradimo enak tip hiš: naPrimorskem podobne kot na Gorenjskem ali naDolenjskem, vedno bolj se poslužujemo manjšihtipskih ureditvenih elemenotv <strong>in</strong> enakihgradbenih materialov, ki niso ve<strong>za</strong>ni naspecifične regionalne vire <strong>in</strong> značilnosti. Odrazvseh omenjenih procesov pa je vedno večjepoenotenje <strong>prostor</strong>a, izguba drobne struktureslovenskega <strong>prostor</strong>a, zmanjšanje regionalnokarakterističnih grajenih <strong>prostor</strong>skih struktur.Želimo si, da bi gospodarski razvoj posameznedejavnosti imel v <strong>prostor</strong>u kar se da pozitivnevplive na <strong>prostor</strong>sko kvaliteto <strong>in</strong> da bi Slovenijapostala tako d<strong>in</strong>amično <strong>in</strong> konkurenčnogospodarsko območje kot območjeprepoznavnih slovenskih kraj<strong>in</strong>. Želimo si torej,da bi naše ravnanje v <strong>prostor</strong>u <strong>in</strong> njegoveposledice vključevalo premislek o kakovostiobstoječih struktur <strong>in</strong> o posledicah načrtovanihdejavnosti. Želimo si, da bi preurejali <strong>prostor</strong>tako, da bi bili rezultati kvalitetna arhitektura <strong>in</strong>kvalitetna kraj<strong>in</strong>a.Želje po ohranitvi obstoječega povzročajokonflikte med t. i. razvojniki <strong>in</strong> varstveniki: Kakotorej ohraniti dedišč<strong>in</strong>o preteklosti v arhitekturi,stavbarstvu <strong>in</strong> <strong>kraj<strong>in</strong>i</strong>, ne da bi onemogočilirazvojnih pobud, ki so v tem svetu potrebne <strong>za</strong>razvoj celotne družbe?Prav gotovo je potrebno ustvariti okvir <strong>za</strong>usklajevanje različnih <strong>in</strong>teresov <strong>in</strong> potreb. Kotprimeren okvir vidimo sistem <strong>prostor</strong>skeganačrtovanja. Vse družbene potrebe, takorazvojne, kot tudi varstvene se namreč srečajov konkretnem <strong>prostor</strong>u. Vendar je pogosto naravni konkretnih projektov že prepozno. Treba jeustvariti skupna izhodišča, v okviru katerih sebodo našle vseb<strong>in</strong>e posameznih sektorjev ter boopredeljen njihov prispevek k celokupnemu<strong>prostor</strong>skemu razvoju družbe. Vsebovati moravse vseb<strong>in</strong>e, ki so pomembne <strong>za</strong> skladen<strong>prostor</strong>ski razvoj <strong>in</strong> ki vodijo v krepitev identitete<strong>prostor</strong>a. Uveljaviti je treba načrtovanje kotproces, ki na transparenten nač<strong>in</strong> na različniharchitectural culture and build<strong>in</strong>gs. All of theseare expressed as regional landscape identity.Unfortunately, modern activities <strong>in</strong>creas<strong>in</strong>gly affectlandscape identity, stripp<strong>in</strong>g it of its specificregional features. The number of activities demand<strong>in</strong>glarge-scale spatial regulation, such asmotorways, upgrad<strong>in</strong>g land for agriculture andbuild<strong>in</strong>g sports facilities <strong>in</strong> the landscape, isgrow<strong>in</strong>g. The houses we build are identical everywhere:the houses <strong>in</strong> Primorska are similar tothose built <strong>in</strong> Gorenjska or Dolenjska, and theuse of identical small-scale type-tested elementsand build<strong>in</strong>g materials not associated with specificregions is <strong>in</strong>creas<strong>in</strong>g. The result of thesetrends is an <strong>in</strong>creas<strong>in</strong>gly homogeneous physicalspace, a loss of the small-scale structure of theSlovenian physical space and a decrease <strong>in</strong> theregional characteristics of built form.We want the economic development of <strong>in</strong>dividualactivities to have as positive effect on thequality of the physical space as possible; wewant Slovenia to become both a dynamic andcompetitive economic area and an area of identifiableand unique landscapes. We want ouractions <strong>in</strong> the physical space and their consequencesto <strong>in</strong>clude consideration of the qualityof exist<strong>in</strong>g structures and of the consequencesof planned activities. We want to rearrange thephysical space <strong>in</strong> a manner that will result <strong>in</strong>quality architecture and quality landscape.Desires to preserve the exist<strong>in</strong>g environmentgive rise to conflicts between developers andenvironmentalists: how then to preserve the heritageof the past <strong>in</strong> architecture and the landscapewithout prejudic<strong>in</strong>g the <strong>in</strong>centives that theworld needs for the development of the entiresociety?It is certa<strong>in</strong>ly necessary to establish a frameworkfor coord<strong>in</strong>ation of different <strong>in</strong>terests and needs.We believe that a spatial plann<strong>in</strong>g system wouldbe the appropriate framework for this purpose.All social needs, both for development and forthe protection of the environment, meet <strong>in</strong> anactual physical space. However, at the level ofconcrete projects, it is often too late. Commonpositions regard<strong>in</strong>g the activities of <strong>in</strong>dividualsectors and def<strong>in</strong><strong>in</strong>g their contribution to thecomprehensive spatial development of the societyneed to be set up. They must <strong>in</strong>clude activitiesthat are relevant for coherent spatial developmentand that help enhance the identity of
