Skupni finančni instrumenti za doseganjecilja kakovostne krajineCommon finantial instruments for accomplishinglandscape quality objectivesMargarita Jančič165Raznolikost evropskih realnosti: raznolikostnadmorskih višin, kulturne, socialne, ekonomske,politične, upravne raznolikosti, bogastvopristopov in sistemov vrednosti včasih povzročajotežave, na splošno pa soglašamo, daspadajo med pomembne primerjalne prednostiEvrope.The diversity of European realities: attitudes,cultural, social, economic, political, administrativediversities, richness of approaches, and thesystems of values are sometimes causing troubles,but in general we are unanimous that theyare among the outstanding comparative advantagesof Europe.Delavnica 2 / Workshop 2Kljub razlikam smo v zadnjem desetletju uspeliopredeliti nekatera skupna načela in cilje, ki najbi prispevali h kakovosti življenja in vodili razvojevropske celine proti uravnoteženemu intrajnostnemu razvoju. Zagovarjali smo velikoštevilo instrumentov za njihovo izvajanje.Nemogoče je, da bi v tej predstavitvi obravnavalivse ali pa vse vsaj omenili. Rada bi seosredotočila samo na skupne finančneinstrumente za izvajanje ciljev Konvencije okrajini in omenila samo nekaj evropskihdokumentov, ki obravnavajo razvoj na skladenholističen način.Naštejemo lahko vsaj tri dokumente, ki jih lahkoobravnavamo tudi kot okvirne dokumente zaizvajanje Konvencije o krajini:– Vodilna načela za trajnostni razvoj evropskeceline, sprejeta na Evropski konferenciministrov, pristojnih za regionalni/prostorskirazvoj (Hannover, september 2000) – državečlanice Sveta Evrope;– Evropske prostorske razvojne perspektive,sprejete na neformalnem Svetu ministrov,pristojnih za prostorski razvoj (Potsdam, maj1999) – države članice EU; in– Ljubljanska deklaracija o ozemeljski razsežnostitrajnostnega razvoja, ki so josprejeli ministri, pristojni za regionalni/prostorski razvoj (CEMAT – CoE), na 13.Despite the differences, in the last decade, wehave managed to define some common principlesand aims that should contribute to the qualityof life and drive the development of the Europeancontinent towards a balanced and sustainabledevelopment. A great number of instrumentsfor their implementation have been promoted.It is impossible to deal with all of them or evento mention all of them in this presentation. Iwould like to focus only on the common financialinstruments for the implementation of theaims of the Landscape Convention, mentioningjust a few of the European documents dealingwith the development in the coherent holisticway.We can list at least three documents that canalso be considered as framework documents forthe implementation of the Landscape Convention:– Guiding Principles for Sustainable Developmentof the European Continent,adopted at the European Conference of MinistersResponsible for Regional / SpatialPlanning (Hannover, September 2000) – theCouncil of Europe member countries;– European Spatial Development Perspectives,adopted at an informal Council of theMinisters responsible for spatial develop-
