štiri stebre, ko so potrebni <strong>za</strong> izvajanje celovitepresoje: pripravljalci planov – stroka (neodvisnieksperti) – organizirana javnost-državna uprava.Celovita presoja je tudi optimi<strong>za</strong>cijski postopek,ki <strong>za</strong>gotavlja transparentnost načrtovanja<strong>in</strong> sodelovanja javnosti pri vključevanju okoljskihvidikov v plan <strong>in</strong> pri presoji okoljskega poročilater praviloma vodi do boljših rešitev.Celovita presoja je tudi boljša podlaga <strong>za</strong>odločitev o planu, saj okoljsko poročilu nudipristojnim državnim ali lokalnim organom, kiplan ali program sprejemajo, ustrezne odgovore<strong>za</strong> vprašanja o okolju.Celovita presoja je tudi upravni postopek, sajm<strong>in</strong>istrstvo organizirano presoja verjetnepomembne vplive, preverja kvaliteto okoljskegaporočila <strong>in</strong> odloča o sprejemljivosti posega.Okoljska presoja torej pomeni določanjeokoljskih ciljev, ki so relevantni <strong>za</strong> plan vključnos kraj<strong>in</strong>o, pripravo okoljskega poročila v kateremje obravnavana kraj<strong>in</strong>a, izvajanje posvetovanj,upoštevanje okoljskega poročila <strong>in</strong> izidovposvetovanj pri odločanju.Vse plasti celovite presoje so enako pomembne<strong>in</strong> pove<strong>za</strong>ne, raven uvajanja transparentnosti <strong>in</strong>celotnega sistema pa številni avtorji pojasnjujejoz ravnijo okoljske <strong>za</strong>vesti <strong>in</strong> kulture družbe(IAIA: 2005).An <strong>in</strong>tegral assessment is therefore a processgo<strong>in</strong>g on with<strong>in</strong> the landscape and deal<strong>in</strong>g withthe landscapes. It represents a cluster of steps,methods and approaches for draft<strong>in</strong>g a plan andan environmental report and is an important toolfor <strong>in</strong>clud<strong>in</strong>g environmental aspects <strong>in</strong> draft<strong>in</strong>gand adopt<strong>in</strong>g plans and programmes that couldhave an important impact on the environment.It ensures that such an impact of the implementationof plans and programmes is taken <strong>in</strong>toconsideration dur<strong>in</strong>g their draft<strong>in</strong>g and adoption.The latter is ensured by its control and decisionmak<strong>in</strong>grole, after an adm<strong>in</strong>istrative body decideson the plan’s acceptability. An <strong>in</strong>tegral assessmenttherefore also has a controll<strong>in</strong>g role.However, <strong>in</strong>tegral assessment means muchmore than just a technically perfected analyticalprocedure of prepar<strong>in</strong>g models. It <strong>in</strong>cludes thescoop<strong>in</strong>g and the public and takes heed of itsop<strong>in</strong>ion <strong>in</strong> draft<strong>in</strong>g the plan and environmentalreport. The experts can therefore »open up« <strong>in</strong>sett<strong>in</strong>g their goals, mean<strong>in</strong>g they are capable ofchang<strong>in</strong>g their th<strong>in</strong>k<strong>in</strong>g and plans before theyare technically completed. Strategic environmentassessment thus forms a part of a democraticprocess <strong>in</strong> the society and plays an importantrole <strong>in</strong> pass<strong>in</strong>g suitable solutions by sett<strong>in</strong>gup the follow<strong>in</strong>g four pillars when they areneeded to carry out such an assessment:1. Planners-experts(<strong>in</strong>dependent experts), 2. environmentexperts, 3. organised public, 4. state adm<strong>in</strong>istration.155Delavnica 2 / Workshop 225.
