152Delavnica 2 / Workshop 2trajnost (susta<strong>in</strong>ability assessment), EvropskaUnija pa jo pri svojem delu <strong>in</strong> sprejemanju<strong>za</strong>konodaje uvaja kot presojo (impact assessment,ex-ante).Direktiva 2001/42/ES izhaja iz ciljev Pogodbeo ustanovitvi Evropske skupnosti, v kateri jedoločeno, da mora okoljska politika prispevatimed drugim k ohranjanju, varovanju <strong>in</strong>izboljšanju kakovosti okolja, varovanju zdravjaljudi ter preudarni <strong>in</strong> varčni rabi naravnih virov tertemeljiti na previdnostnem načelu.V leta 1993 sprejetem petem programu varstvaokolja: »Na poti k trajnosti«, ki je predstavljal program<strong>za</strong> politiko <strong>in</strong> ukrepanje v zvezi z okoljem<strong>in</strong> trajnostnim razvojem, je bil potrjen pomenpresojanja verjetnih okoljskih vplivov načrtov <strong>in</strong>programov, v nadaljnih programih pa jepoudarjen kot horizontalni <strong>in</strong>strument <strong>in</strong> edenizmed temeljnih aktov <strong>za</strong> uresničevanje okoljskepolitike. Seveda pa ni ed<strong>in</strong>i <strong>in</strong> pomeni le enegaizmed <strong>in</strong>strumentov <strong>za</strong> doseganje dobregastanja kraj<strong>in</strong>, okolja, kulturne dedišč<strong>in</strong>e <strong>in</strong>prebivalstva <strong>in</strong> zdravja.2. Nekatere izkušnje v tuj<strong>in</strong>iV prispevku omenjamo le nekaj primerovizkušenj izven Slovenije: Kanade, Anglije,Avstrije Belgije <strong>in</strong> Madžarske, saj temeljitaanali<strong>za</strong> pristopov presega okvir predstavitve.Madžarska s svojim dokaj realističnimpristopom vzpostavlja trden sistem (Muller:2005), ki se zdi najbolj reprezentativen <strong>in</strong>prepoznaven od novih držav članic.Kanada ima <strong>za</strong>konsko določeno celovito presojovplivov na okolje <strong>in</strong> veliko tradicijo metod <strong>za</strong>različna področja presoj, od upravljanja zvodami, kmetijstva, <strong>prostor</strong>skega načrtovanja <strong>in</strong>drugih področij <strong>in</strong> prednjači pri razvoju sistemav svetovnem merilu (IAIA: 2005).V Evropi je <strong>za</strong>slediti različne pristope ve<strong>za</strong>ne natradicijo <strong>in</strong> razdrobljenost metod. Anglija grad<strong>in</strong>a trdnem konceptu trajnostnega razvoja <strong>in</strong>posebej pozorno sledi okoljski del, ter o njempripravlja še posebno postopkovno poročilo,celovito presojo vplivov na okolje pa izvaja navečih ravneh (Therival v IAIA: 2005, PlaNet:2005). Kot zelo pomembno raven Anglija <strong>in</strong>Belgija izpostavljata regionalno raven, posebej<strong>za</strong> presojo transportnih sistemov <strong>in</strong>The concept of <strong>in</strong>tegral assessment has alreadybeen <strong>in</strong> use <strong>in</strong> Slovenia, yet had a wider mean<strong>in</strong>gthan listed <strong>in</strong> the Directive and <strong>in</strong>cluded theassessment of impact on susta<strong>in</strong>able growth,economic, social and environmental goals.The European Union did not reach a consensusfor such a way of us<strong>in</strong>g the concept, but left it forfuture development of legislation and practice.Such an assessment is cited <strong>in</strong> documents assusta<strong>in</strong>ability assessment, while the EuropeanUnion <strong>in</strong>troduces it <strong>in</strong> its activities and pass<strong>in</strong>gof the legislation as impact assessment, ex ante.The Directive 2001/42/EC is based on the goalsof the Treaty establish<strong>in</strong>g the European Community,which states that environmental policy hasto contribute towards susta<strong>in</strong><strong>in</strong>g, protect<strong>in</strong>g andimprov<strong>in</strong>g the quality of the environment, protectthe health of the people, us<strong>in</strong>g natural resources<strong>in</strong> a prudent and economical way and has to bebased on the pr<strong>in</strong>ciple of providence, amongother goals.The 1993-passed fifth environment protectionprogramme, entitled »Towards Susta<strong>in</strong>ability«,was meant to be a programme for policies andmeasures regard<strong>in</strong>g the environment and susta<strong>in</strong>ablegrowth. It confirmed the importance ofassess<strong>in</strong>g potential environmental impact ofplans and programmes, and is stressed <strong>in</strong> thenext programmes as a horizontal <strong>in</strong>strumentand one of the basic documents to implementenvironmental policy.Of course it is not the only one and presents justone of the <strong>in</strong>struments for achiev<strong>in</strong>g well-preservedlandscapes, environment, cultural heritage,<strong>in</strong>habitants and health.2. Some practices of other countriesThe document only lists some practices fromabroad, namely from Canada, England, Austria,Belgium and Hungary, as a thorough analysis ofapproaches would exceed the scope of the presentation.Hungary’s fairly realistic approach enacts a solidsystem (Muller: 2005), which seems to be themost representative and recogni<strong>za</strong>ble of all thesystems <strong>in</strong>stituted <strong>in</strong> new member states.Canada has a regulated <strong>in</strong>tegral environmentalimpact assessment, based on top of a long tra-
