138Delavnica 2 / Workshop 2Kraj<strong>in</strong>ske teme nagovorijo ljudi neposredno <strong>in</strong>čustveno, saj so pove<strong>za</strong>ne z vsakodnevnimiizkušnjami <strong>in</strong> spom<strong>in</strong>i iz otroštva. Zato kraj<strong>in</strong>adeluje kot povezovalni koncept, ki pomagaodstraniti <strong>prostor</strong>ske, <strong>in</strong>stitucionalne <strong>in</strong>sektorske ovire. Zato je kraj<strong>in</strong>ski koncept <strong>za</strong>reskoristno orodje <strong>za</strong> krepitev regionalnegasodelovanja ter participativnega načrtovanja <strong>in</strong>odločanja.5. Zaključki <strong>in</strong> priporočilaAlpske dežele se bodo morale, tako kot drugideli Evrope, prilagoditi hitrim spremembam <strong>in</strong>novim potrebam. Na eni strani to pomeni<strong>za</strong>hteve po večji fizični dostopnosti <strong>in</strong>mobilnosti, na drugi strani pa večjo negotovostglede regionalnih identitet, ter odpiranje novihkulturnih, socialnih <strong>in</strong> okoljskih vprašanj.Prihajajoči trendi, vrednote <strong>in</strong> življenjski stili, k<strong>in</strong>e ustre<strong>za</strong>jo več tradicionalni delitvi na urbano<strong>in</strong> podeželsko, <strong>za</strong>htevajo nove teorije <strong>in</strong>koncepte, nove pristope v politikah <strong>in</strong> ustrezneukrepe <strong>za</strong> delovanje. Pospešene spremembe<strong>za</strong>htevajo v prihodnost usmerjen pristop terprilagodljive <strong>in</strong> hitre odzive politik. Upravljanjesprememb <strong>in</strong> podpora prebivalcem, da bi jihlažje razumeli ter se prilagodili novim <strong>in</strong>neznanim okolišč<strong>in</strong>am, postaja pomemben delnačrtovanja <strong>in</strong> upravljanja kulturnih kraj<strong>in</strong>.Danes je razumevanje kulturne kraj<strong>in</strong>e še vednodokaj statično, s poudarkom na vzdrževanju <strong>in</strong>ohranjanju. Ta odnos se zrcali v politikah <strong>in</strong>ukrepih, ki so praviloma usmerjeni v ohranjanjekraj<strong>in</strong>skih vzorcev z vzdrževanjem tradicionalnekmetijske rabe. Vidiki kraj<strong>in</strong>e kot človekovegabivalnega okolja <strong>in</strong> njeni razvojni potenciali pa sov o<strong>za</strong>dju. Do spremembe tega statičnegakoncepta je treba priti s široko javno razpravo ociljih razvoja kulturne kraj<strong>in</strong>e: Katere funkcije najopravlja kulturna kraj<strong>in</strong>a? Katere so posebejpomembne <strong>in</strong> kje? V katerih primerih jesmiselno »muzejsko« ohranjanje kraj<strong>in</strong> <strong>za</strong>radiobiskovalcev? Kdo naj bo odgovoren <strong>za</strong> kulturnokraj<strong>in</strong>o?Trajnostni razvoj v Alpah torej <strong>za</strong>hteva boljšeuravnoteženje gospodarskega razvoja <strong>in</strong>kraj<strong>in</strong>skih vrednosti. Na eni strani bi morali biti<strong>prostor</strong>ski uč<strong>in</strong>ki <strong>in</strong> vplivi na kraj<strong>in</strong>o, ki soposledica sektorskih politik (predvsemprometne <strong>in</strong> druge <strong>in</strong>frastrukture, tehnologije <strong>in</strong>regionalnega razvoja), bolje ovrednoteni <strong>in</strong>upoštevani. Pri tem je kraj<strong>in</strong>a lahko razumljenakot razvojna priložnost <strong>in</strong> ne vselej kot ovira. Powards an <strong>in</strong>creas<strong>in</strong>g physical accessibility andmobility, on the other hand to grow<strong>in</strong>g uncerta<strong>in</strong>tieswith regard to regional identities, to cultural,social and ecological issues. Future trends,emerg<strong>in</strong>g values and lifestyles, which do not fitany more <strong>in</strong>to the traditional urban-rural classifications,require new theories and concepts,new policy approaches and adequate <strong>in</strong>strumentsfor action. The accelerated changes demanda prospective, future oriented approachand flexible and fast responses of policies. Manag<strong>in</strong>gchanges and support<strong>in</strong>g people to apprehendthese changes and to adapt to new andunknown situations becomes an important issuealso for plann<strong>in</strong>g and management of culturallandscapes.At present, cultural landscape concepts are predom<strong>in</strong>antlystatic, emphasis<strong>in</strong>g the aspects ofma<strong>in</strong>tenance and conservation. This attitude isreflected <strong>in</strong> policies and <strong>in</strong>struments which areprevail<strong>in</strong>gly aimed at conservation of landscapepatterns by ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the area-wide agriculturalcultivation, while the aspects of landscapeas human liv<strong>in</strong>g environment or its developmentpotential are not adequately considered. Themodifications to this static concept should be arrivedat through a wide public discourse aboutthe objectives of cultural landscape development.Several questions need to be further discussed:Which functions does cultural landscapefulfil? Which are considered as be<strong>in</strong>g especiallyimportant, and where? Does the preservationof museum landscapes for the sake ofvisitors make sense <strong>in</strong> specific cases? Who takesover responsibility for cultural landscapes?Susta<strong>in</strong>able development of the Alps thereforerequires a better balance between economicregional development and landscape concerns.On the one hand the spatial impact and the landscapeeffects of sector policies (like <strong>in</strong>frastructure,transport, technology and regional policy)should be better evaluated and considered.Thereby, the alp<strong>in</strong>e cultural landscape has to beconsidered as an asset and not as an obstaclefor economic development. On the other handnature and landscape protection policies shouldnot exclude economic aspects. Generally, morecross-sector approaches, <strong>in</strong>tegrated strategiesand <strong>in</strong>novative governance approaches will benecessary. Adequate and effective co-operationmechanisms should be <strong>in</strong>troduced or furtherdeveloped on all levels, from the European to the
