120Delavnica 2 / Workshop 2proti rečni elektrarni, saj je Avstrija ratificiralaKonvencijo o svetovni dediščini šele leta 1992.Vendar se je regija odločila počakati še nekaj letin potem začeti postopek imenovanja zasvetovno kulturno dediščino, najprej paovrednotiti, kakšen vpliv ima evropska diplomana regijo. Končno je leta 2000 Wachau bil pravtako uvrščen na UNESCOV seznam svetovnekulturne dediščine.Pomen evropske diplome in svetovnekulturne dediščineČeprav obe sredstvi skušata doseči iste ključnecilje, pa delujeta na popolnoma drugačen način.Razlog za to je, da sta sprejeli popolnomarazlične komunikacijske strukture. In pri delu vregiji z več kot 40.000 prebivalci v 13 občinahin nekaj milijoni obiskovalcev na leto vsakdohitro razume, da glavno delo upravnikavarovanega območja nima toliko opraviti zbistvom varovanega območja kot predvsem skomunikacijo. V območju, kjer toliko ljudi živi,dela in preživlja prosti čas, goji vino in marelice,prenavlja svoje hiše, gradi večje hotele in voziavtomobile, je vsak izmed njih odgovoren za to,da se ne obnaša na način, ki bi bil škodljiv zabistvo varovanega območja.Obe sredstvi sta razvili svoje načine, kakopodpreti in včasih tudi preprečiti proceskomunikacije:– evropska diploma je v primerjavi s svetovnokulturno dediščino mnogo težja kategorija,ker je resnično opredeljena s pozitivnimiporočili strokovnjakov, ki območje obiščejovsakih pet let. Po drugi strani ni mnogovmešavanja v regijo med temi obiski – doklerso letna poročila dobra, se nihče ne boosebno vmešaval v regijo.– svetovna kulturna dediščina deluje na popolnomadrugačen način. Obstajajo datumi,ki ne sledijo nekemu redu, ko je treba oddatiporočilo UNESCU glede stanja območij,vendar regije nihče ne obišče, če je poročilov skladu s cilji UNESCA. Po drugi straniUNESCO zaposluje strokovne odbore nanacionalni ravni (kot sta ICOMOS ali IUCN),ki se neprestano vmešavata v odločitve, kiso sprejete v regiji.Glavni problem je različen pristop obeh ustanovv zvezi z regijsko upravo, vsaj v Avstriji. Trying to become World Heritagewasn’t an option to those fighting against theriver power plant in the seventies, since Austriaratified the World Heritage Convention as late asin 1992. However, the region decided that itshould wait a few years to start the nominationprocess for the World Heritage and first to evaluatethe impact the European Diploma has on theregion. Finally, in 2000 the Wachau also becamepart of UNESCO’s World Heritage list.Significance of the European Diploma andthe World HeritageAlthough both instruments apparently try toachieve the same substantial goals, they actuallywork in a completely different way. The reasonis that they have adopted totally different communicationstructures. And working out there, ina region with more than 40,000 inhabitants in13 communities and a few million visitors peryear, anybody will quickly get the point that themain job of a protected area manager has not somuch to do with taking care of the protectedarea substance than most of all with communicating.In an area where so many people live,work, spend their free time, grow wine and apricots,renovate their houses, build larger hotelsand drive their cars, it’s up to any single one ofthem to behave in a way that is not detrimentalto the substance of the protected area.And both instruments have developed their ownways on how to support and, sometimes, tohinder this communication process:– the European Diploma basically is the muchharder category compared to the World Heritage,since it really is fixed to positive reportsby experts who visit the site every five years.On the other side, there isn’t a lot of interferencein the region between those visits – aslong as the annual report is okay, nobody willpersonally interfere in the region.– The World Heritage functions the other wayround. There are irregular dates when therepublic has to report to UNESCO about thestate of its sites, but nobody visits the regionif this report seems to be in accordance withUNESCO’s goals. On the other hand,UNESCO employs expert committees on thenational level (like ICOMOS and also IUCN)
