Zaradi t. i. <strong>in</strong>tegrativnega potenciala kraj<strong>in</strong>e,kraj<strong>in</strong>a lahko predstavlja okvirno politiko.Integralna kraj<strong>in</strong>ska politika naj bi povezovalasektorje <strong>in</strong> ravni ter različne deležnike. V sodobnemsvetu namreč vsak sektor <strong>in</strong> posamezniknosi svojo odgovornost <strong>za</strong> udejanjanje ciljev, kiso v javnem <strong>in</strong>teresu. To še posebej velja <strong>za</strong>uresničevanje ciljev kakovosti na področjukraj<strong>in</strong>e.Okvirna kraj<strong>in</strong>ska politika predstavlja krovnidokument, v katerem se opredelijo cilji kakovostikraj<strong>in</strong>e. Okvirno kraj<strong>in</strong>sko politiko lahko predstavljatudi <strong>prostor</strong>ska strategija, v kolikor se v njejuskladijo cilji razvojnih ali varstvenih sektorskihpolitik <strong>in</strong> ima vlogo povezovanja sektorskihvseb<strong>in</strong> <strong>za</strong> doseganje skupnih <strong>prostor</strong>skih <strong>in</strong>kraj<strong>in</strong>skih ciljev.Ena od primernih možnosti <strong>za</strong> uresničevanjekraj<strong>in</strong>ske politike je sistem <strong>prostor</strong>skega alikraj<strong>in</strong>skega načrtovanja, v okviru katerega sepostavljajo cilji kakovosti kraj<strong>in</strong> na osnoviznačilnosti posameznih območij.Najbolj pomembno pri oblikovanju kraj<strong>in</strong>skepolitike, ne glede na to, kakšna je formalno njenaoblika, je:– da temelji na celoviti kraj<strong>in</strong>ski obravnavi, kivključuje vse kraj<strong>in</strong>e;– da so postopki prepoznavanja, vrednotenja<strong>in</strong> opredeljevanja ciljev kakovosti kraj<strong>in</strong> jasni,transparentni, ponovljivi ter vpeti v postopkenačrtovanja, varstva <strong>in</strong> upravljanja;– da se <strong>za</strong>gotovi sodelovanje med sektorji <strong>in</strong>med ravnmi <strong>in</strong> da se vključuje različne<strong>in</strong>teresne skup<strong>in</strong>e, javnost <strong>in</strong> prebivalce, karje še posebej pomembno <strong>za</strong> upravljanjekraj<strong>in</strong>;– da se teži k povezovanju <strong>in</strong>štrumentov, <strong>za</strong>radivečje uč<strong>in</strong>kovitosti;– posebej v primeru presoje vplivov različnihnačrtovanih dejavnosti je pomembno, da sete vpne v postopke načrtovanja, sajnačrtovalski postopek sam vključuje oblikovanjealternativ, ki so izjemnega pomena prisprejemanju odločitev, ki so kraj<strong>in</strong>skosprejemljive.Due to so called <strong>in</strong>tegrative potential of the landscape,the landscape itself can represent theframework policy.The landscape policy should <strong>in</strong>tegrate sectorsand levels as well as different stakeholders. Inthe modern world each public or private organisationand <strong>in</strong>dividual carries responsibility for implementationof the activities which are of public<strong>in</strong>terest. This is especially important for realisationof landscape quality goals.Framework landscape policy may be the umbrelladocument <strong>in</strong> which the goals of landscapequality are set. The framework landscape policycan be also a spatial strategy, if plann<strong>in</strong>g procedure<strong>in</strong>clude the reconciliation of developmentaland protective goals of sectoral policies and hasthe role of connect<strong>in</strong>g sectoral contents toachieve the common spatial and landscapegoals.Among possibilities to set up a landscape policyit seems that spatial plann<strong>in</strong>g approach is mostsuitable because it is territory oriented and setsthe landscape quality goals upon considerationof specific territories.When shap<strong>in</strong>g the landscape policy it is veryimportant:– it should take <strong>in</strong>to account all landscapes;– the identification methodologies and procedureof evaluation and sett<strong>in</strong>g the landscapequality goals should be evident, transparent,repeatable and connected to the proceduresof plann<strong>in</strong>g, protection and management;– the cooperation among sectors and levelshas to be assured, as well as the collaborationof <strong>in</strong>terested public and <strong>in</strong>habitants;– to try to connect different <strong>in</strong>struments andmeasures to achieve higher efficiency;– to <strong>in</strong>tegrate as much as possible the assessments<strong>in</strong>struments <strong>in</strong> the plann<strong>in</strong>g proceduresfor the plann<strong>in</strong>g alternatives are importantfor mak<strong>in</strong>g choices which are landscapeacceptable <strong>in</strong> decision mak<strong>in</strong>g process.117Delavnica 2 / Workshop 2
