116Delavnica 2 / Workshop 2politiko s cilji varstva, načrtovanja <strong>in</strong> upravljanjakraj<strong>in</strong>.Inštrumenti <strong>za</strong> doseganje ciljev kakovosti kraj<strong>in</strong>po državah članicah so različni:– okvirna kraj<strong>in</strong>ska politika, ki spodbuja drugeakterje, da prispevajo k uresničevanjuskupnih ciljev z upoštevanjem kraj<strong>in</strong>skihusmeritev (npr. v Švici Kraj<strong>in</strong>ski koncept);– celovita <strong>prostor</strong>ska strategija, ki vključujepodročje kraj<strong>in</strong>e v varstveni, razvojni <strong>in</strong>upravljavski razsežnosti (npr. Strategija <strong>prostor</strong>skegarazvoja Slovenije); smernice soobvezujoče <strong>za</strong> sektorje <strong>in</strong> druge ravni; tako<strong>za</strong>snovana <strong>prostor</strong>ska strategija lahkopredstavlja krovno kraj<strong>in</strong>sko politiko;– kraj<strong>in</strong>ske vseb<strong>in</strong>e so vključene v sektorske<strong>za</strong>kone <strong>in</strong> se izvajajo preko sektorskihprogramov; problem lahko predstavlja usklajenostaktivnosti med sektorji;– izvajanje strateških <strong>in</strong> projektnih presojvplivov na okolje, na NATURO 2000 <strong>in</strong>kraj<strong>in</strong>o kot obvezna <strong>in</strong>štrumenta evropskeokoljske politike; <strong>za</strong> ustrezno izvajanje bimorala biti identifikacija <strong>in</strong> vrednotenjekraj<strong>in</strong>e narejena vnaprej <strong>za</strong> celoten <strong>prostor</strong>.Narejen je bil tudi poskus poenotenja postopkovkraj<strong>in</strong>skega planiranja kot prispevek k implementacijidoločil Evropske kraj<strong>in</strong>ske konvencije.Projekt z akronimom L.O.T.O (kraj<strong>in</strong>ske priložnosti<strong>za</strong> teritorialno organi<strong>za</strong>cijo) 9 , ki se je končalv okviru Pobude Skupnosti Interreg III BCADSES, se je ukvarjal s pripravo harmoniziranihsmernic <strong>za</strong> kraj<strong>in</strong>sko prepoznavanje <strong>in</strong>načrtovanje. Soočen z različnim stanjem napodročju kraj<strong>in</strong>skega planiranja <strong>in</strong> planiranja vposameznih državah članicah, so partnerji izdevetih držav oblikovali osnovne pr<strong>in</strong>cipe, ki najbi jih upoštevali pri vzpostavljanju postopkakraj<strong>in</strong>skega planiranja. Ti so:– ponovna uporaba <strong>in</strong> uporabnost metodev različnih situacijah,– prožnost postopka v primeru različnih planerskihpotreb,– ko je enkrat določen, naj bi postopek biltransparenten <strong>in</strong> ponovljiv,– opredelitev območja obdelave v odvisnostiod kraj<strong>in</strong>skega problema.ment the landscape policy with the protection,plann<strong>in</strong>g and management aspects.The <strong>in</strong>struments for atta<strong>in</strong>ment the landscapequality goals differ among states and could be:– the framework landscape policy whichstimulates other actors to follow landscapeguidel<strong>in</strong>es while implement<strong>in</strong>g sectoral goals(e. g. Swiss landscape concept);– comprehensive spatial strategy, which <strong>in</strong>cludeslandscape and its protective, developmentaland managemental aspects (e. g.Spatial development strategy of Slovenia); ifsuch a strategy is b<strong>in</strong>d<strong>in</strong>g for sectors it couldrepresent framework landscape policy;– landscape issues are part of sectoral legislationand are implemented through sectoralpolicies and programmes; there could be aproblem of poor reconciliation of activitiesamong sectors;– implementation of the strategic assessmentsof impacts of plans andprogrammesand <strong>in</strong>dividual projects on the NATURA 2000and landscape as b<strong>in</strong>d<strong>in</strong>g <strong>in</strong>struments of theEuropean environmental policy; to be implementedproperly the identification and evaluationof landscapes have to be prepared <strong>in</strong>advance for the whole territory.As a contribution to the implementation of theguidel<strong>in</strong>es of European Landscape Conventionan attempt to unify the landscape plann<strong>in</strong>g procedureswas made <strong>in</strong> the project, with theacronim L.O.T.O. (Landscape Oppurtunities forterritorial organi<strong>za</strong>tion) 9 . The project was completed<strong>in</strong> the framework of Community InitiativeInterreg III B CADSES and has dealt with thepreparation of the harmonized guidel<strong>in</strong>es forlandscape identification and plann<strong>in</strong>g. Facedwith differences among member states regard<strong>in</strong>gthe state of the art <strong>in</strong> the field of landscapeplann<strong>in</strong>g and plann<strong>in</strong>g procedures the n<strong>in</strong>e partnershave agreed on some basic pr<strong>in</strong>ciples,which should be followed while establish<strong>in</strong>g thelandscape plann<strong>in</strong>g procedures. These are:– reproducibility and usability of the method <strong>in</strong>different situations,– flexibility procedure <strong>in</strong> order to respond tovarious plann<strong>in</strong>g needs,– while def<strong>in</strong>ed, the procedure should betransparent and repeatable,– def<strong>in</strong>ition of the case study area accord<strong>in</strong>g tolandscape issues.9L.O.T.O. – www.loto-project.org
