Za to bodo potrebovale strokovnjake, ki sebodo morali vključiti na ustreznih ravnehsvetovanja, ter v proces vključiti najrazličnejšeravni – tudi lokalno.3. Metodologija je fleksibilna <strong>in</strong> ni <strong>za</strong>količena,<strong>za</strong>želeno pa bi bilo, da bi se države poučile pritistih, ki so v izvajanju vrednotenja kraj<strong>in</strong> žedosegli določen napredek, da ne bi ponovnoizumljali kolesa <strong>in</strong> se učili iz napak drugih.4. Ko se postopek vrednotenja kraj<strong>in</strong>e <strong>za</strong>ključi<strong>in</strong> je zemljevid pripravljen, je nato potrebnoizoblikovati kriterije <strong>za</strong> zvišanje standardovkakovosti v <strong>kraj<strong>in</strong>i</strong> ter v ta namen postaviti ciljekakovosti <strong>za</strong> kraj<strong>in</strong>o.5. V tej fazi morajo države v postopek ponovnovključiti lokalno prebivalstvo.6. Končna ali vzporedna fa<strong>za</strong> pa je politične <strong>in</strong>upravne narave, <strong>in</strong> sicer popolna uveljavitevEvropske konvencije o <strong>kraj<strong>in</strong>i</strong> v domačem<strong>prostor</strong>u.Ta postopek mora izpeljati vsaka država.Če se vrnem k prispodobi kraj<strong>in</strong>skega gledališča,s katero sem <strong>za</strong>čel ta pregled, bi želel ponovnopoudariti, da bo Evropska <strong>konvencija</strong> o <strong>kraj<strong>in</strong>i</strong>uspešno izvedena samo v primeru, če bo več<strong>in</strong>adeležnikov, igralcev <strong>in</strong> obč<strong>in</strong>stva dejavnovključenih v ta proces <strong>in</strong> delujočih v skladu zduhom <strong>in</strong> vizijo Evropske konvencije o <strong>kraj<strong>in</strong>i</strong>.There are some very important po<strong>in</strong>ts to beborne <strong>in</strong> m<strong>in</strong>d about the implementation of theEuropean Landscape Convention and the wholequestion of the identification and assessment oflandscapes.1. It is the role of the states to organise the identificationof the landscape.2. They will require experts to undertake thiswork and the experts as part of the exercisemust engage <strong>in</strong> appropriate level of consultationand engagement at the different levels <strong>in</strong>clud<strong>in</strong>gthe local level.3. The methodology is flexible and not fixed <strong>in</strong>stone but it would be desirable that states wouldexam<strong>in</strong>e those that are more advanced <strong>in</strong> theexercise of Landscape Character Assessment <strong>in</strong>order to avoid re<strong>in</strong>vent<strong>in</strong>g the wheel and to learnfrom the mistakes of others.4. When the Landscape Character Assessmentprocess has been completed and a map is availableit would then be necessary to develop criteriato achieve higher quality standards with<strong>in</strong>the landscape and this will <strong>in</strong>volve the sett<strong>in</strong>g oflandscape quality objectives.5. At that stage the states must aga<strong>in</strong> engagethe local population <strong>in</strong> the process.6. The f<strong>in</strong>al or parallel stage is a political andadm<strong>in</strong>istrative exercise and that is the full implementationof the European Landscape Conventionon the ground.This is the process that each state must undertake.To return to the image of the landscape theatrethat I opened my overview with I would aga<strong>in</strong>stress the European Landscape Convention willonly be successfully implemented if the majorityof the stakeholders, players and audience <strong>in</strong> thelandscape are engaged, <strong>in</strong>volved and participat<strong>in</strong>gwith<strong>in</strong> the framework of the spirit and visionof the European Landscape Convention.
