Vloge, ki jih odigrajo igralci <strong>in</strong> tudi obč<strong>in</strong>stvo, soprecej raznolike. Lahko so dejavne ali pasivne,reaktivne ali proaktivne, destruktivne alikonstruktivne, nevtralne ali strateške, <strong>za</strong>letave alipreudarne.V uvodnem delu je g. Ivan Marušič, predstojnikOddelka <strong>za</strong> kraj<strong>in</strong>sko arhitekturo na ljubljanskiuniverzi, poudaril, da so evropske kraj<strong>in</strong>e našaskupna dedišč<strong>in</strong>a <strong>in</strong> da je največji izziv Evropskekonvencije o <strong>kraj<strong>in</strong>i</strong> ravno <strong>in</strong>terakcija med kraj<strong>in</strong>o<strong>in</strong> družbo.Povedal je, da so v Sloveniji kraj<strong>in</strong>e dolgo časaspadale v okvir nacionalnih politik, <strong>za</strong>metkidejavnosti urejanja slovenske kraj<strong>in</strong>e pa segajov obdobje pred več kot tridesetimi leti. Dejavnostje vrhunec doživela v 90. letih prejšnjegastoletja, ko je bil pripravljen popis kraj<strong>in</strong> Slovenije<strong>in</strong> njihove vrednosti <strong>in</strong> je bil posredovanuradnikom v službah <strong>za</strong> <strong>prostor</strong>sko načrtovanje<strong>in</strong> upravljanje. G. Marušič je poudaril, da je nujno<strong>za</strong>gotoviti, da se lahko vsi državljani vključujejov upravljanje kraj<strong>in</strong>e, ob čemer je trebaupoštevati, da ohranjanje narave pomeni čimmanjšo prisotnost človeka.Slovenija potrebuje kraj<strong>in</strong>sko o<strong>za</strong>veščennacionalni <strong>prostor</strong>ski načrt, ki ponuja tudipotencial vključevanja vseh <strong>in</strong>teresov, saj vsektorskih <strong>prostor</strong>skih načrtih, na primerkmetijskih <strong>in</strong> gozdarskih, kraj<strong>in</strong>a ni bila vednoustrezno <strong>za</strong>stopana.Tu je dr. Marušič ponudil zelo pomembnoiztočnico, namreč, dejal je, da lahko kategoriziraneali varovane kraj<strong>in</strong>e, ki se izoblikujejo naznanstvenih namesto na kraj<strong>in</strong>skih osnovah <strong>in</strong> ki<strong>za</strong>vzemajo 35 % slovenskega ozemlja, negativnovplivajo na kakovost kraj<strong>in</strong>e v ostalih predelih.Izhajajoč iz slovenskih izkušenj je pozval kzdružitvi treh najpomembnejših politik Evropskekonvencije o <strong>kraj<strong>in</strong>i</strong> – ohranjanje, upravljanje <strong>in</strong>načrtovanje – ter k njihovem izvajanju nacelotnem območju Slovenije.Za <strong>za</strong>ključek je poudaril, da moramo v ta procesvključiti vse deležnike <strong>in</strong> uporabiti bazo podatkovo <strong>in</strong>ventari<strong>za</strong>ciji kraj<strong>in</strong>, s čimer bomo igraliaktivno vlogo v postopku odločanja v vsehsektorjih.Dr. Ana Kučan z Oddelka <strong>za</strong> kraj<strong>in</strong>sko arhitekturoUniverze v Ljubljani je pripravila izjemnoThe roles played by the players and the audienceare quite diverse and they may be active or passive,re-active or pro-active, destructive or constructive,neutral or strategic and rushed or considered.In <strong>in</strong>troduc<strong>in</strong>g the session Mr. Ivan Marušič,Head of the Landscape Architecture Department,Ljubljana University stressed that the Europeanlandscapes are our common heritageand the <strong>in</strong>teraction of landscape and society isa key challenge for the European LandscapeConvention.He noted that <strong>in</strong> Slovenia; landscape has longbeen <strong>in</strong>cluded <strong>in</strong> National Policies, with work onthe Slovenian landscape extend<strong>in</strong>g back oversome 30 years. This work culm<strong>in</strong>ated <strong>in</strong> the1990’s <strong>in</strong> the development of an <strong>in</strong>ventory ofSlovenia’s landscapes and their value and thiswas distributed to the adm<strong>in</strong>istrators responsiblefor spatial plann<strong>in</strong>g and management, but hestressed the need to ensure that all citizens canbe <strong>in</strong>volved <strong>in</strong> the management of their landscapenot<strong>in</strong>g that preservation tends to excludepeople.Slovenia needs a landscape-<strong>in</strong>formed nationalspatial plan with the potential to be <strong>in</strong>clusive ofall <strong>in</strong>terests, because landscape has not alwaysbeen adequately represented <strong>in</strong> sectoral spatialplans such as agriculture and forestry.He made a very important po<strong>in</strong>t <strong>in</strong> not<strong>in</strong>g thatdesignated or protected landscapes which tendto have a scientific basis rather than a landscapebasis and represent<strong>in</strong>g 35% of the Slovenianland area may well be counter productive forlandscape quality <strong>in</strong> the rest of the land area.On the basis of the Slovenian experience heurged that the three pr<strong>in</strong>ciple policies, preservation,management and plann<strong>in</strong>g of the EuropeanLandscape Convention be fully <strong>in</strong>tegrated andapplied to the total land area of Slovenia.He concluded by stress<strong>in</strong>g that we must <strong>in</strong>cludeall of the stakeholders and use the data baseprovided by the identification of landscapes to<strong>in</strong>fluence the decision mak<strong>in</strong>g process <strong>in</strong> all sectors.Mrs. Ana Kučan, from the Landscape ArchitectureDepartment, Ljubljana University gave a fasc<strong>in</strong>at<strong>in</strong>gand <strong>in</strong>sightful presentation on land-101Delavnica 1 / Workshop 1
