preparation for taking the draft EDAP around the four area-based Community Planning Groupsthroughout Argyll and Bute and prior to dissemination for comment internally and to externalpartner organisations, such as Highlands and Islands Enterprise and Scottish Enterprise.3.9 The Economic Development Manager presented on the EDAP at each of the area CommunityPlanning Groups during early December 2012. Appropriate comments from each session wereused to update the EDAP on an ongoing basis.3.10 The Short Life Working Group reconvened on Wednesday, 9 th January <strong>2013</strong> and had a detailedpage-by-page discussion on the latest version of the EDAP. The EDAP presented in Appendix1 was endorsed by SMT on the 18 th March <strong>2013</strong> and endorsed by the Short Life Working Groupprior to the council pre-agenda meeting on 11 th April <strong>2013</strong>.3.11 It is important to note that the EDAP is a working document so that Argyll and Bute Council canhelp to address <strong>economic</strong> opportunities as they arise over the next five financial years.Therefore the <strong>action</strong>s contained within the EDAP will be reviewed annually and disseminatedinternally. A summarised public copy of the EDAP will be produced to ensure we share our<strong>economic</strong> priorities and ambitions for Argyll and Bute with our partner organisations and keycommunity stakeholders.4. CONCLUSION4.1 Argyll and Bute Council considers the content of the EDAP on Thursday, 25 th April for approvaland implementation during <strong>2013</strong>/14 onwards.5. IMPLICATIONS5.1 The implications for Argyll and Bute Council are as outlined in Table 5.1 below.Table 5.1: Implications for Argyll and Bute CouncilThe EDAP <strong>2013</strong>-<strong>2018</strong> aligns and adheres, as appropriate, to ScottishPolicy Government, UK Government and European policies, with a particular focuson the European priorities contained in the EU 2020 Strategy.The EDAP will ensure that Argyll and Bute Council’s resources are allocatedefficiently and effectively with regard to the council’s <strong>economic</strong> <strong>development</strong>Financial priorities and ambitions. There will need to be annual consideration of bestalignment between resources and priorities. The new ‘compelling’ theme willrequire further consideration with regard to resourcing.Legal All legal implications at project level will be taken into consideration.The EDAP priorities will be resourced in terms of staff time in the context ofHRthe annual service <strong>plan</strong>ning process.Equalities The EDAP will comply with all Equal Opportunities policies and obligations.If the EDAP <strong>2013</strong>-<strong>2018</strong> is not approved, then there will be no clear focus onor understanding of the <strong>economic</strong> <strong>development</strong> activities, and theRiskassociated resources, that will have the greatest beneficial <strong>economic</strong> impactfor the area over the next five financial years.The refreshed EDAP will provide internal and external customers will a clearCustomer articulation of the council’s corporate priorities for developing the Argyll andService Bute economy, thereby facilitating focus, effective resource <strong>plan</strong>ning andpartnership working at the local, national and European levels.For further information contact:Robert Pollock, Head of Economic Development, ext: 4115Ishabel Bremner, Economic Development Manager, ext: 4375.Economic Development Action Plan Page 3
