<strong>Rigs</strong>-<strong>to</strong>-<strong>Reef</strong>s Policy Addendum (2009):• Outlined enhanced reviewing and approval guidelines in response<strong>to</strong> the Post-Hurricane Katrina regula<strong>to</strong>ry environment• “Put the Brakes” on dozens of reef proposals incorporatingplatforms destroyed or <strong>to</strong>ppled during the 2005-2008 hurricaneseasons that were not adequately prepared for reefing and outsidetraditional reef planning areas• Helped the agency tackle public criticism and NGO assertions that<strong>Rigs</strong>-<strong>to</strong>-<strong>Reef</strong>s was becoming a de fac<strong>to</strong> “Ocean Dumping Program.”

<strong>Rigs</strong>-<strong>to</strong>-<strong>Reef</strong>s Alternative <strong>to</strong> Onshore DisposalBSEE continues <strong>to</strong> support and encourage the reuse ofobsolete platform jackets as artificial reef material and willgrant a departure from removal requirements under 30CFR §250.1725(a) and applicable lease obligationsprovided that:• The structure becomes part of a State reefprogram that complies with the NationalArtificial <strong>Reef</strong> Plan• The State agency acquires a permit from theArmy Corps of Engineers and accepts title andliability for the reefed structure once removaland reefing operations are concluded• The opera<strong>to</strong>r satisfies any U.S. Coast Guardnavigational requirements for the structure• The reefing proposal complies with BSEEengineering and environmental reviewingstandards.
