Developing passenger services before Allegro,St. Petersburg - Helsinki Until 1992 only Russian rolling stock, one departure /day June 1992 the offer was doubled with a Finnish train, ”Sibelius” Both trains traditional, engine + coaches Travel time was 6,5 hrs With different smaller measures a travel time of 5h 15 min wasreached, for bigger changes more radical measures were needed Constant growth of passenger numbers


High Speed St. Petersburg - Helsinki The question was discussed for the first time in 1994 In 1994, the railway minister of Russia, Mr Fadejev and theFinnish transport and communications minister Mr Norrbackdecided to improve passenger services Target - to cut the travel time from 6,5 to 3 hrs in 2005 Several working groups studied and negotiated in the followingyears In 2006 a new direct railway line Kerava-Lahti was opened inFinland In 2006 the final decision was made between Finland and Russiato procure trainsets for the high-speed connection and to continuewith infrastructure upgrading in both countries

Border Formalities By the start of high-speedservices on December 2010Russia had enacted a change inlegislation enabling border andcustoms inspections onboard thetrain between Vyborg and St.Petersburg. In Finland the new proceduremeant inspections were nowcarried out between Vainikkalaand Helsinki.Compartments and inspectionfacilities were designed and builtfor the authorities in Allegro's carno. 4.Cooperation between therailway companies and theauthorities is of primaryimportance.
