Drawing from the doctrine of users’ rights, Frank Bardacke created the manifesto “Who Owns the Park?” Aformer political science graduate student, Bardacke asserted that the university had left the land disorderedand abandoned and that the park’s developers, whose use was more productive, could rightly lay claim tothe lot.
