The contractor should havesuccessfully/substantially completed at least one work of similar nature costing notless than 80% of the estimated cost of work or two similar works costing not lessthan 50% of the estimate cost of work or three similar work costing not less than40% of estimated cost of work. Substantially completed work means those workswhich are 90% complete on the date of submission of tender (A proof to this effecti.e. completion certificate/work order with progress thereof be enclosed).(b) After the Evaluation of Stage-I (qualification details) is completed, the Stage –II(Financial bid) of qualified bidders shall be opened separately on 27 Jul 2012 at 1500 Hrs. Allthe bidders who have not qualified for the participation in the Stage -II (financial bid), their Stage -II(financial bid) will be return unopened by registered post.(c) The Stage -II (Financial bid) will be opened on the date and time intimated as above in thepresence of the representatives of the qualified bidders who choose to attend. The prices asquoted by each bidder will be read aloud and recorded while opening the bid.(d) The lowest financial bid as whole or in a part (if so defined) and if found complete in allrespect will generally be invited for execution of contract agreement. However, Accepting Officer isnot bound to accept the lowest or any bid received or to give any reason for doing so.20. After opening of the bid, information related to the examination, clarification, evaluation andcomparison of bids and recommendation concerning the award of the contract shall not bedisclosed to the bidders or any other person not connected with the process until the award of thecontractor is finalized. Any effort by a bidder or his representative to influence the department inthe process of examination, clarification and Evaluation of bids and in decision concerning awardof contract may result in the rejection of the bid.21. If the successful bidder fails within the specified time limit to sign the agreement, the earnestmoney as submitted with the tender will be forfeited. In case of enlisted contractor, they will haveto deposit an amount equal to the specified EMD value.
