During consideration of the 1988 amendments to theMMPA, Congress reaffirmed the public display exemption. The House ofRepresentatives Committee Report stressed that “[E]ducation is an important toolthat can be used to teach the public that marine mammals are resources of greataesthetic, recreational and economic significance, as well as an important part ofthe marine ecosystem. It is important, therefore, that public display permits beissued to entities that help inform the public about marine mammals as well asperform other functions.” H. Rep. No. 970, 100th Cong., 2d Sess., 33-34 (1988).The importance of the public display exemption was again recognized in the 1994amendments to the MMPA where the Report of the Senate Committee onCommerce, Science, and Transportation stated: “The MMPA recognizes that[public] display provides an important educational opportunity to inform the publicabout the esthetic, recreational, and economic significance of marine mammals andtheir role in the ecosystem.” S. Rep. No. 220, 103rd Cong., 2d Sess., 4 (1994).7
