Growth is likely to be concentrated in certain parts of the City of <strong>Westminster</strong>. The London <strong>Plan</strong>(2008) and the emerging <strong>Westminster</strong> LDF refer to three Opportunity Areas where jobs,population and associated infrastructure demand are likely to be greatest.
